Job Overview

The York Sewer District is seeking a skilled and motivated Electrical & Instrumentation (E&I) Specialist to support the operation, maintenance, troubleshooting, and optimization of essential wastewater infrastructure systems. This is an opportunity for a hands‑on technical professional who enjoys solving complex problems, working with advanced control systems, and contributing to the reliability of critical public utilities.

The Electrical & Instrumentation (E&I) Specialist is responsible for all electrical systems, instrumentation, SCADA controls, programmable logic controllers (PLCs), and process automation for the wastewater treatment plant and remote pump stations. The ideal candidate brings strong technical expertise, sound judgment, and a proactive approach to maintaining and improving system performance in a fast‑paced, mission‑driven environment.

The E&I Specialist reports directly to the Chief Operating Officer (COO).

This position plays a critical role in maintaining system reliability, electrical safety, and process control performance.

Essential Duties and Responsibilities
  • Perform testing, maintenance, troubleshooting, and repair of electrical systems and instrumentation.
  • Maintain and program PLCs, HMIs, and SCADA systems.
  • Perform preventative maintenance on electrical and control systems.
  • Install conduit, wiring, panels, and related electrical infrastructure.
  • Maintain and update electrical drawings and documentation.
  • Investigate and resolve process control failures and equipment malfunctions.
  • Maintain spare parts inventory and coordinate procurement of electrical components.
  • Ensure compliance with electrical codes and safety standards including lockout/tagout (LOTO) and confined space procedures.
  • Respond to emergency electrical or control system failures as required.
  • Communicate effectively with operations and maintenance personnel regarding system performance.
  • Participate in capital improvement and upgrade projects.
  • Perform related duties as assigned.
Required Education, Experience and Skills
  • Associate’s degree or higher in electrical technology, electromechanical technology, applied science, or related field.
  • 3-5 years of experience, licensure and experience can be considered in lieu of experience.
  • Working knowledge of PLC platforms, SCADA systems, variable frequency drives (VFDs), motor control circuits, and power distribution systems.
  • Knowledge of industrial electrical safety standards and best practices.
  • Ability to read and interpret electrical drawings and technical schematics.
  • Strong troubleshooting and analytical skills.
  • Ability to work independently and manage multiple priorities.
  • State of Maine Master Electrician License preferred.
  • Must possess and maintain a valid driver’s license in good standing and remain insurable under District insurance policies.
  • Employment is contingent upon successful completion of a background check and any other pre‑employment requirements established by the District.
Tools and Equipment Used

Electrical diagnostic and testing equipment including multimeters, clamp meters, megohmmeters, oscilloscopes, and calibration instruments; hand and power tools; conduit benders; panel tools; wire pulling equipment; soldering equipment; and specialized instrumentation tools.

Programmable Logic Controller (PLC) programming software, Human Machine Interface (HMI) systems, SCADA platforms, variable frequency drives (VFDs), motor control centers (MCCs), electrical panels, network switches, and process control instrumentation.

Confined space entry equipment, gas monitoring devices, lockout/tagout devices, arc flash protective equipment, personal protective equipment (PPE), motor vehicles, and standard office and computer equipment.
