Position Summary

The City of Malden seeks an organized and personable Housing Program Coordinator to assist in the implementation and communication of Malden’s affordable housing development programs. Reporting to the Deputy Director of Housing and Community Development, the Housing Program Coordinator serves as staff to the Affordable Housing Trust Fund (AHTF) and the North Suburban HOME Consortium (NSC). The Coordinator will facilitate the execution of the AHTF’s Action Plan and assist in the implementation of the HOME Investment Partnership Program (HOME) and HOME Investment Partnership Program – American Rescue Plan Act (HOME-ARP) Action Plans.

Job Functions and Duties
  • Manage one‑stop application for affordable housing development, rehabilitation, and acquisition projects.
  • Assist with monitoring deed‑restricted affordable housing units to ensure compliance.
  • Lead outreach to educate and advocate for affordable housing development and programs, including website maintenance and occasional community meetings and forums.
  • Manage communication of affordable housing rental and home ownership opportunities to the general public.
  • Provide assistance to developers subject to Inclusionary Zoning (IZ) and monitor the compliance and permitting process.
  • Provide administrative staff support for the AHTF Board including but not limited to preparing agendas and minutes for monthly meetings, developing annual budgets and reports, and updating the Trust’s Action Plan.
  • Work with other staff to identify revenue streams for the AHTF.
  • Staff the NSC: create agendas, take minutes, and provide updates.
  • Assist in the revision and creation of IZ, HOME, and HOME-ARP policies and procedures.
  • Support the preparation of Requests for Proposals and management and monitoring of subgrantees, subrecipients, consultants, and third‑party contractors for affordable housing programs, plans, and analyses.
  • Assist in the annual recertification of Community Housing Development Organizations.
  • Coordinate HOME Inspections with property managers and contractors.
  • Support OSPCD staff on affordable housing policy, research, compliance, and program design as needed.
  • Other tasks as assigned.
Qualifications Education / Experience
  • A Bachelors degree or equivalent experience is required. A working knowledge of state or local government, housing, planning, and community development is preferred.
  • Knowledge and experience with the following concepts, programs, and work is highly preferred:
    • Municipal housing trusts;
    • U.S. Department of Housing and Urban Development programs such as CDBG or HOME;
    • Housing planning principles and practices;
    • Functions of municipal government.
  • Knowledge or experience with the following concepts, programs, and work is also preferred:
    • Other federal or state housing financing programs;
    • Development pro forma analysis, underwriting, and review;
    • Experience with monitoring compliance for different programs;
  • Knowledge and use of office equipment such as the personal computer and computer software, including Microsoft Word, Excel, and PowerPoint is required.

  • Ability to analyze complex data and communicate findings effectively through visualizations and reports tailored to diverse stakeholders.
  • Excellent oral and written communication skills, including public speaking and interpersonal skills
  • Ability to effectively and respectfully engage and interact with Malden’s diverse community
