Job DescriptionThe Special Education Chair at Manassas Park Elementary School provides instructional leadership and program coordination to support students with disabilities, their families, and school staff. This position works closely within the school building with administrators, general and special education teachers, paraprofessionals, school counselors, parent liaisons, related service providers, and families to ensure a comprehensive, well-coordinated system of special education services. The Special Education Chair ensures compliance with federal, state, and local regulations while supporting high-quality instructional practices and timely service delivery.
RequisiteEducation And Experience
- Must hold a Postgraduate Professional Virginia license in Special Education.
- Experience in specialized classroom settings preferred.
- Demonstrated knowledge of supervisory, instructional, and managerial practices related to special education programming.
- Ability to manage complex issues involving multiple stakeholders and components.
- Ability to work effectively with a diverse student population and school community.
- Strong verbal and written communication skills.
- Ability to compose technical documentation and communicate persuasively to implement required actions.
- Ability to analyze situations, define issues, and draw sound conclusions.
- Demonstrated judgment and accountability when exercising decision-making authority.
- Ability to organize and manage multiple activities, collect and analyze data, and maintain accurate records.
- Ability to collaborate with teachers, administrators, parents, agency representatives, and community partners.
- Strong interpersonal skills and flexibility to function as a positive, contributing member of an educational team.
- Ability to communicate courteously and effectively with staff and families.
- Proficiency with the Virginia IEP System preferred.
- Create and manage special education caseloads.
- Communicate procedural updates to staff and provide training as needed.
- Collaborate with case managers and service providers supporting shared students.
- Provide training and support to new teachers on special education and Child Study procedures and documentation.
- Attend monthly district chair meetings and relay information at school-based special education meetings.
- Assist with the development and maintenance of student schedules.
- Collaborate with other Special Education Chairs to support student transitions between schools.
- Complete and review paperwork for all transfer IEPs.
- Write and chair initial and triennial Child Study meetings, as assigned.
- Ensure all eligibility components are completed accurately and within required timelines.
- Attend all IEP meetings as the administrative designee.
- Conduct administrative reviews of IEPs after peer review corrections and communicate service needs to administration.
- Collaborate with teams to ensure 60-day screenings and re-screenings at Cougar Elementary School are completed on time.
- Provide classroom support as needed.
- Coordinate with contractors providing building-based services.
- Facilitate communication and training for new inclusion teams.
- Maintain a caseload of designated “monitor” students.
- Collect and manage Indicator 9 data for all initial eligibilities.
- Manage and oversee all Child Study plans.
- Attend all Speech-Language Impairment (SLI)-only IEP meetings as the administrative designee.
- Maintain inventory of department-allocated materials (e.g., assessment tools, protocols, technology) and recommend purchases as needed.
- Assume responsibility for ongoing professional growth and maintaining current knowledge and skills.
- Perform other duties as assigned.
- The position requires the ability to effectively communicate and interact with staff and the public through telephone and in-person contact. Duties require the ability to see, read, talk, hear, and handle or feel objects and controls.
- The employee must have the physical capability to operate standard office equipment, including but not limited to a computer, calculator, copier, and fax machine. Some climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions may be required.
