In 2016, the Commonwealth of Virginia selected a Cintra‑led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The corridor extends approximately 22 miles from the Capital Beltway (I‑495) to Gainesville (US Route 29). Once completed, the project will include three toll‑free general‑purpose lanes and two express lanes in each direction with a state‑of‑the‑art open‑road electronic toll‑collection system, as well as expanded transit service, park‑and‑ride lots and interchange enhancements.
It will also connect shared‑use paths to create more multimodal options, achieving a $2.5 billion net savings for the Commonwealth of Virginia.

Job DescriptionEssential Duties and Responsibilities System Architecture & Design
- Develop and maintain architectural frameworks for cloud and hybrid environments.
- Ensure system compatibility and integration across platforms (Field Systems, Back Office, ATMS, TSM).
- Design scalable infrastructure to support business growth and remote workforce models.
- Oversee day‑to‑day operations and preventive and corrective maintenance of IT infrastructure, servers, fiber networks, and roadside systems.
- Support and monitor all aspects of system operations, maintenance, reliability, testing, rollout, upgrades, and general administration for the I‑66 concession, including data centers, communications, hardware, software and the TMC.
- Coordinate with third‑party contractors, licenses, and support contracts while building internal capabilities to reduce dependency on external system integrators.
- Monitor and report compliance with Service Level Agreements (SLA) and Key Performance Indicators (KPI).
- Conduct evaluative testing, audits, and variance analyses for capacity planning.
- Analyze system data and trends to identify inefficiencies, propose enhancements, and proactively manage storage architecture, capacity, and response times.
- Drive improvements in tolling and ITS processes to reduce leakage and enhance performance.
- Troubleshoot and resolve complex system issues using standardized procedures.
- Execute system and process improvements, including managing system parameter configuration and collaborating with vendors as needed.
- Review, update, and help produce department procedures related to the scope.
- Implement and secure business continuity and disaster recovery plans for all critical systems and operations.
- Bachelor’s degree in computer science, Network Engineering, or related field.
- 4+ years of experience in IT architecture, network systems, and infrastructure design.
- Experience in transportation systems or tolling industry preferred.
- Strong analytical and problem‑solving skills.
- Ability to manage multiple projects in a fast‑paced environment.
- Excellent communication and leadership skills.
- Expertise in network architecture, virtualization, and cloud platforms.
- Proficiency in ITIL frameworks, cybersecurity protocols, and system integration.
- Familiarity with Microsoft Power Platform, SQL, and monitoring tools.
