About us:

In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29).

Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Job Description:

About the Role:

The Maintenance Manager provides operational leadership for I-66 EMP’s roadway maintenance, incident response, fleet and equipment maintenance, training, contractor coordination, asset preservation, winter operations, safety compliance, budgeting, and reporting activities. This position ensures personnel, equipment, schedules, and response activities are aligned to support safe, reliable, and well-coordinated roadway operations.

Key Responsibilities:

  • Roadway Maintenance & Asset Management:
    Manage daily roadway maintenance activities to meet quality requirements, preserve project assets, and support safe, reliable operations.

  • Develop, implement, and monitor annual, mid-term, and long-term maintenance plans for roadway assets, structures, drainage, pavement, roadside elements, traffic control devices, and related infrastructure.

  • Monitor inspection results, work order trends, maintenance needs, and asset condition data; adjust priorities, processes, and plans as needed.

  • Manage maintenance activity, project assets, and inventory tracking through applicable maintenance management systems and software.

  • Oversee roadway supervisors, maintenance supervisors, maintenance technicians, equipment resources, work assignments, schedules, work orders, and field maintenance activities.

  • Incident Response & Traffic Operations: Coordinate roadway operations and incident response activities to ensure timely response, worker safety, motorist safety, and effective communication.

  • Support efficient communication, deployment, and response procedures during roadway operations, incidents, and emergency response activities.

  • Maintain effective working relationships with outside emergency response agencies and recommend improvements to emergency response processes when needed.

  • Oversee incident response operations, emergency response technicians, lead incident response personnel, roadside assistance, traffic control support, debris removal, incident documentation, and on-call response readiness.

  • Leadership & Staff Development: Supervise four direct reports and provide department-level leadership for roadway maintenance, incident response, fleet and equipment maintenance, training, and seasonal snow operations, including supervisors, leads, technicians, the Roadway Trainer, the Fleet Mechanic, and part-time Snow Plow Operators.
