job description

within the engineering design unit of the public works department and under the general direction of the assistant town engineer, performs engineering, administrative and technical design work involving the application of professional engineering skill and knowledge in a variety of municipal public works and water and sewer activities.

essential job functions
  • prepares plans, specifications and cost estimates for the design and construction of various federal, state and town projects.
  • prepares reports and performs engineering computations on various engineering subjects.
  • reviews development plans for conformity with town standards and accepted engineering practices. Consults with engineers, developers, contractors and the general public, as required.
  • may assist in preparation and processing of various federal, state and local permit applications.
  • may assist construction inspection unit as required.
  • provides technical information and assistance to various town departments, boards and commissions.

desirable knowledge, skills & abilities
  • knowledge of the principles and practices of civil engineering, particularly as it applies to municipal public works and water and sanitary sewer facilities.
  • knowledge of construction and maintenance methods, materials and equipment employed in municipal public works and water and sanitary sewer projects.
  • ability to perform technical research, compile reports and make recommendations for the technical application of findings.
  • knowledge of mathematic principles applied to land surveying. Ability to apply the principles of civil engineering to solve practical problems, and to resolve technical engineering problems independently. Ability to interpret a variety of instructions furnished in written, oral, diagrammatic and schematic form.
  • ability to use a personal computer in performing engineering calculations and design with software such as, but not limited to, autocad, watergems, sewergems, other hydraulic software, arcview and microsoft office.
  • ability to establish and maintain effective working relationships with fellow employees, town officials and the public.
  • ability to express ideas clearly and concisely, orally and in writing.
  • ability to effectively communicate with engineering staff, support staff and the public.
physical & mental effort/environmental & working conditions
  • able to push, pull, lift and/or carry objects weighing 20 pounds. Must be mobile and able to perform moderately difficult manipulative skills. Able to sit or stand for prolonged periods of time. Able to perform tasks requiring gross body coordination and hand-eye coordination.
  • able to see objects closely as in reading a report/map and to discriminate colors.
  • able to hear normal sounds with some background noise and to communicate through human speech.
  • able to concentrate on fine detail with constant interruption. Needs to attend to task/function for more than 60 minutes at a time. Able to understand and relate to specific ideas, generally several at a time, and to understand and relate to the theories behind several related concepts. Able to remember multiple tasks/assignments given to self and others over long periods of time.
  • able to work professionally with co-workers, supervisors, customers and the public at large.
  • may be exposed to electrical hazards and to electro-magnetic radiation from computer screens.
minimum training & experience

graduation from an accredited college or university with a bachelor's degree in civil engineering or related field and two (2) years experience in civil engineeringor suitable experience may be substituted for educational attainment if deemed appropriate by the general manager or his designee. Must possess engineer-in-training certificate. Certification in the state of connecticut as a professional engineer desirable. Must possess valid state of connecticut motor vehicle operator's license.

Billingual is preferred.
