Cost Engineer – Project Controls – Energy Projects

Overview

Turner & Townsend is seeking experienced Cost Engineers to support its Energy & Natural Resources division during significant growth. The role involves cost control for multiple projects, from small to large, ensuring alignment with time, cost, risk, and quality objectives.

Main Purpose of the Role

A Cost Engineer will be responsible for cost control across projects of varying size and complexity, leading cost control for multiple non‑related projects or a single highly complex project within the programme of work. They’ll manage relationships between time, cost, risk, change, reporting and scope, delivering accurate cost data for management decisions.

Key Accountabilities
  • Tailor cost control approaches to meet client needs and align with best practice.
  • Implement, administer and maintain cost control systems and procedures to track budgets, commitments, expenditures and forecasts.
  • Work with the Integrated Project Team to establish a robust performance measurement baseline (PMB) and support the change‑control process.
  • Develop Project Cost Breakdown Structures (CBS) and align the time‑phasing of budgets against the Work Breakdown Structures (WBS) to track and control actual costs.
  • Map and integrate cost estimates to the WBS to set the project budget against the correct Work Packages, Planning Packages and Control Accounts.
  • Adhere to NEC or FIDIC contract processes for cost management, control and reporting.
  • Lead the production of accruals to reflect Actual Cost of Work Performed (ACWP) accurately and timely.
  • Support the change process by providing cost information for change notes and underpin forecasts.
  • Update project forecasts to ensure comprehensive and aligned Estimate To Complete (ETC).
  • Set out and implement cost capture requirements, including work orders, requisitions, purchase orders and subcontract data.
  • Align purchase orders with CBS to provide clarity of cost performance indices.
  • Validate and interrogate supply‑chain data to assist accurate forecasting and trending, and work with the supply chain to understand variances.
  • Interact with senior management to deliver updates on cost control within a complex programme environment.
  • Guide and influence within cost control processes on complex projects and programmes, delivering associated reports.
  • Demonstrate leadership while developing the technical ability of the delivery and cost control team.
Qualifications and Experience
  • Professional Project Controls experience specializing in Cost Engineering/Control across the project lifecycle; nuclear experience desirable but not essential.
  • Detailed understanding of Earned Value Management (EVM), progress reporting, forecasting and performance analysis.
  • Strong communication and leadership skills, able to influence, motivate, coach and develop a team in a diverse environment.
  • Member of a relevant professional body such as APM or PMI.
  • Familiarity with various cost‑performance reporting and forecasting techniques.
  • Experience leading Cost Control Assurance activities as part of project performance cadence.
  • Understanding of how other Project Controls disciplines (scheduling, risk, reporting, change control) interact with cost control.
  • Excellent verbal and written communication skills.
  • Ability to make risk‑based decisions where parameters are unclear.
  • Strong stakeholder management experience, capable of navigating conflict situations.
  • Desire to work within the nuclear sector.
  • Will be able to obtain BPSS level security clearance.
