Position: EL & Title III Education Consultant — Position #41551
Salary: $31.33/hour - $42.60/hour
Hours: Full-time, 37.5 hours per week

Summary:

To plan, develop, coordinate and implement educational programs to support students that are English Learners (EL). To provide oversight of the Title III Program, assistance to schools, educational agencies, and assessment coordinators; interpret data, and plan and promote short and long-term goals and strategies for EL student populations.

Experience note: “Your Experience Counts” — Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Minimum Qualifications

Education/

Experience:

Bachelor’s degree and 5 years of experience OR equivalent combination of 9 years of education and experience after completion of high school. Education and experience must be in education, linguistically diverse education, teaching English as a foreign language, language and linguistics, or another field relevant to the position with at least five years’ experience in education in English Learners (EL) programs.

License/Certification:

  • NH educational certification.
  • Valid driver’s license and/or access to transportation for statewide travel.

Other Requirements: Thirty (30) additional hours of approved graduate study, workshops, seminars and/or training sessions in the field of education.

Responsibilities
  • Manages the Title III federal award including coordination of training sessions, technical assistance and resources to sub-recipients receiving Title III sub-grants; development of programming to increase parent, family, and community engagement in programs that serve English learners; evaluation and monitoring for program compliance; oversight of the Title III budget and state appropriation of funds during the biennium budget process.
  • Analyzes and interprets federal and state legislation and regulations for the purpose of ensuring compliance and for implementing and evaluating educational programs, assessments and supports for EL student populations.
  • Supervises and directs the assessment program for English language proficiency, including identification and exiting of students, research and analysis of data, evaluation and monitoring of school districts administration of required assessments, maintenance of the EL database, and reporting of assessment results in accordance with state and federal laws.
  • Develops state plans for the implementation of educational programs specific to EL students including: designing and implementing training across state in partnership with non-profits, private entities and/or other partners; organizing training sessions and workshops to provide current professional development to educators and administrators; advising school districts, teacher and administrator preparation programs on effective practices and certification requirements for teaching EL students.
  • Evaluates and directs the operation of educational programs for EL students by establishing policies, goals, objectives and implementing standards including providing assistance to NH schools; monitoring for quality assurance and compliance.
  • Explains current or long-range educational policies specific to EL students, including testifying on legislative bills or representing the agency in an official capacity.
  • Supervises and monitors subordinate Education Consultants, program specialists and/or program assistants, and contractor/subcontractors.
