Overview
The Recycling Operations Facility Manager I (ROFMI) reports directly to the Recycling Operations District Manager (RODM), Recycling Operations General Manager (ROGM) or the Recycling Operations Regional General Manager (RORGM). The ROFMI focuses on driving, guiding, and coordinating the overall operational effectiveness and efficiency of the assigned operations, with emphasis on Health & Safety and Environmental compliance, quality control, inventory accuracy, inter-yard material transportation coordination, meeting facility volume quotas in coordination with the Commercial Group, and continuous improvement for the facility, production, and maintenance management.
This position operates within flexible parameters. The primary goal is to achieve excellence in facility and operations management, delivering high-quality products safely, effectively, and efficiently to reduce accidents and errors and increase profits.
Responsibilities- Environmental and Health & Safety (H&S)
- Support overall H&S within the facility, working closely with Regional Safety Engineers.
- Ensure Environmental compliance with company, federal, and state policies in coordination with the Regional Environmental Manager.
- Monitor H&S programs administered by the H&S department.
- Instruct personnel on Corrective Action Plans after incidents or accidents, in accordance with policy.
- Monitor H&S and Environmental Compliance for all assigned locations and report deficiencies to the General Manager, Regional General Manager, H&S Engineer(s), and/or Environmental Manager.
- Provide a safe environment for all employees, customers, and visitors.
- Operational Performance & Best Management Practices
- Oversee operations and maintenance in all departments.
- Ensure negotiated production levels are met and maintained for all departments.
- Forecast monthly production with the General Manager, in conjunction with the Commercial group, to meet facility goals.
- Spearhead Continuous Improvement for the facility.
- Review maintenance procedures and recordkeeping for all production equipment.
- Investigate, clarify, validate, test, and analyze operational data for accuracy and validity.
- Assess the effectiveness of transportation and other sub-contractors.
- Equipment & Maintenance
- Monitor equipment needs and availability for the facility.
- Inventory & Quality Control
- Maintain communication with facility and regional Commercial and Transportation Departments to ensure material purchase quotas are met and materials are transferred or shipped timely.
- Maintain accurate material inventories in all facilities, in compliance with internal controls and SOX, with the regional financial group.
- Monitor assigned yard inventories.
- Discuss reports of off-grade/off-spec materials with a supervisor prior to shipment to avoid consumer complaints, downgrades, and claims.
- Ensure storage of finished goods adheres to internal controls.
- Implement and maintain an effective, documented Quality Control program in collaboration with Commercial and Sales.
- Work with internal and customer specifications for materials.
- Budgeting & Forecasting
- Operate facilities within established Operating and CAPEX budgets and recommend annual Capital Expenditures based on equipment condition, environmental needs, operational requirements, and growth.
- Administrative Management
- Monitor and maintain exempt and hourly staff at cost-effective levels.
- Ensure supervisory practices comply with HR policies and applicable union contracts.
- Review the performance of direct reports.
- Interview prospective management and/or production employees.
- Collaborate with Human Resources to prepare job descriptions.
- Special Projects
- Performs other special projects as needed or assigned.
Support the Company’s Internal Control process by understanding, communicating, and complying with defined internal controls, and suggesting and modifying policies, procedures, and controls to better relate to the business.
Communicate upward about operational problems, noncompliance with the code of conduct, policy violations, or illegal actions.
