Overview Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Property Specialist II, supporting TOS II, at Arnold Air Force Base, TN. The Property Specialist II will be working as a member of an integrated team responsible for supporting the United States Air Force Test Operations and Sustainment efforts.

Job Summary

The selected candidate will report to the Property Manager and support the department’s mission to ensure the effective and efficient management and accountability of Government property. Responsibilities include supporting the administration of the Enterprise Logistics Management System (ELMS) database (the govt. APSR) and supporting the disposition process by ensuring excess equipment is properly screened, processed, and dispositioned while coordinating with the designated disposition contractor (FSS) to facilitate timely and compliant disposal.

Duties also include conducting equipment inventories using computers and scanners and serving as the Property Management’s Point of Contact (POC) for assigned zones.

Job Duties
  • Reports to and receives operational guidance from the BNH Property Manager.
  • Gathers and compiles support data for assembling government property control baseline requirements and for the preparation and the administration of the property control programs.
  • Assists managers and administrators in completion of the various administrative tasks required by the Government Property Management Manual, compliance with applicable regulatory requirements and property records management systems.
  • Monitors areas of Government property control management as well as compliance with prime contract requirements.
  • Conducts investigations and inquiries into specific government property control management areas, as assigned.
  • Organizes property materials for the preparation of meetings, presentations, and training sessions.
  • Drafts correspondence and assists in the preparation of periodic status reports.
  • Interfaces with the Government Property Manager, property custodians, and other functional department personnel as needed.
  • Performs periodic inventories of Government Property assigned to BNH.
  • Support movement, storage, and disposition processes.
  • Conduct self-assessments of the functions of Property Management as assigned.
  • Create, post, and maintain property records in the TOS Approved Property System of Record (APSR).

  • Perform duties under moderate supervision and typically is assigned one or more government property control group of activities. Monitors areas of property control management and follow Government property related compliance with all prime contract obligations.
  • It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other duties as required.
Basic Qualifications
  • Bachelor’s degree in business management or a related field from an accredited university plus 2 years of related experience.
  • An associate degree from an accredited college is equivalent to 3 years of experience
  • In lieu of a degree, 6 years of related experience is required
  • Must be able to obtain and maintain a security clearance and the AEDC local area network
  • Current U. S. Citizenship required
Preferred Qualifications
  • Basic knowledge of Federal Acquisition Regulations and applicable agency supplements related to Government Property
  • Basic understanding of governmental contracts and the flow-down of applicable clauses.
