Position Summary & Responsibilities

Lead administrative management of bureau grants, contracts, MOUs and task orders, ensuring timely routing, accuracy and compliance.

  • Track grant timelines, amendments, reporting requirements, and fiscal implications to support proactive planning and accountability.
  • Act as primary administrative liaison with Procurement, Legal, Fiscal and program staff.
  • Prepare, review and maintain contract documentation and administrative budget materials.
  • Design and maintain standardized administrative processes, templates, workflows and routing guides.
  • Optimize routing paths for fiscal documents, agreements and required reporting.
  • Develop tracking systems or dashboards for grant cycles, contracts, invoices and project milestones.
  • Identify gaps in administrative processes and propose solutions using critical analysis.
  • Train staff on administrative procedures, compliance expectations and document management practices.
  • Represent bureau leadership across KDHE bureaus and partner agencies, maintaining strong working relationships with Procurement, Legal, Fiscal, Operations, IT and external partners.
  • Facilitate communication between program sections and leadership to support bureau priorities.
  • Represent the bureau on administrative work groups, task forces or committees as assigned.
  • Maintain accurate, organized records for grants, contracts and fiscal tracking; prepare documentation for audits and internal reviews.
  • Develop and update administrative manuals, checklists and routing reference guides; ensure document version control and secure storage.
Qualifications
  • Education:

    High School / GED
  • Licensing & Certification:
    Valid driver’s license (required for state vehicle use)
  • Minimum Qualifications:
    • Five years of progressively responsible administrative experience in grants, contracts or fiscal coordination.
    • Experience supporting senior leadership or coordinating multi‑step processes across teams.
    • Experience developing or improving administrative systems or tools.
    • Proficiency with Word, Excel, PowerPoint, Access, SharePoint, Teams and document management systems.
    • Strong proofreading, editing and attention to detail.
    • Excellent oral and written communication skills.
    • Experience gathering, reviewing and tracking contracts and fiscal information.
    • Advanced administrative and analytical skills for managing complex workflows.
    • Strong critical thinking and problem‑solving abilities.
    • High‑level organization and ability to manage multiple deadlines.
    • Proficiency with routing platforms and document management systems.
  • Preferred Qualifications:
    • Bachelor’s degree in Public Health, Business Administration or Public Administration.
  • Post‑Offer, Pre‑Employment Requirements:
    • Valid Kansas Tax Clearance Certificate (within ten days of a job offer).
