Position Summary
This position will focus on traffic engineering projects, including traffic signal design, signing, pavement markings, and analyses. It is recognized as a technical specialist with in-depth knowledge in the focus area. The role is responsible for complete management of all assigned projects, ranging in size and complexity.
Full management includes identifying and meeting client expectations, pricing and negotiating contracts, performing engineering services, oversight of project quality, resource identification and management, and meeting project schedules and profitability goals. The position may also involve developing and maintaining client relationships and marketing company services.
Responsibilities- Executes planning for projects, including development of the project scope, task organization, estimates of effort and other required resources, and schedules necessary to complete the project. Creates estimates of cost and budget for the project.
- Executes internal project setup procedures in accordance with the company’s policies.
- Directs, manages and participates in the production of the project deliverables including preliminary studies, plans and cost estimates, definition and oversight of design surveys, designs and plan production, project status/review meetings, specification and contract document development and production.
- Participates in the monthly project accounting process, reviewing time and expense charges to projects, preparing invoicing and managing accounts receivable and work‑in‑process in accordance with company policies.
- Reviews and assesses the progress and financial performance of all assigned projects on a regular basis, coordinating and implementing changes in resource assignments and production methods to achieve optimum efficiency and profitability.
- Communicates openly and frequently with clients during the course of a project to ensure that all issues are addressed efficiently to their satisfaction. Prepares, conducts and documents all progress review and other meetings.
- Conducts project closeout, including contract closeout and internal evaluation of project performance relative to the budget.
- Understands the company’s client service model and applies these principles to all interactions with clients.
- Participates in developing a culture of discipline, ensuring the meeting of goals and deadlines with clients and with others throughout the company. Meets all administrative requirements and requests established by the company on specified dates (e.g., timesheet submission, invoice preparation and submission, report submission and other corporate directives).
- Stays abreast of new engineering trends and techniques. Participates in professional organizations in the manager’s area of expertise and/or client focus. Maintains professional licensure in the states required by the company.
- Implements divisional and company standards and processes such as file management systems and resource management/project planning systems.
- Develops and fosters an open environment encouraging communication among team members assigned to the project.
- Provides information in developing strategic opportunities to senior managers.
- Assists with developing business: prepares proposals, makes client presentations, and closes sales with clients.
- Mentors Project Managers.
- Manages all aspects of project deliverables and assists lower‑level PMs. Oversees and directs the assignments of staff to meet deliverables.
- Participates in ongoing client maintenance and support opportunities, makes project‑driven presentations, and develops client relationships. Resolves client issues/concerns with the involvement of the CSM and other applicable senior management.
- Contributes to building the company’s external image, e.g., by serving on a board or participating in community activities.
- Recommends staff resource planning and trains staff.
- Assists with accounts receivable, resolves issues, and reviews time and expense charges to projects, preparing invoicing and managing work in process according to company policy.
