Position: DIRECTOR, PROJECT MANAGMENT
The Department of Social Services (DSS) is comprised of the administrative units of the NYC Human Resources Administration (HRA) and the Department of Homeless Services (DHS). Through integrated management for HRA and DHS, client services can be provided more seamlessly and effectively. The City leverages shared services functions across agencies, which results in better day-to-day management and building an integrated mission across agencies.

Within DSS, the Office of Business Process Innovation (BPI) within the Office of Planning Management and Business Process Innovation & Design, works with internal and external partners to develop process innovations and implement priority policies with the support of technology, with the goal of improving service delivery for DSS clients and creating efficiency and improved user experience for staff. BPI serves as a liaison between business/program areas and DSS IT staff and/or contracted vendors who build the technology, ensuring that business needs are met, and that development work is completed to the highest standard.

The Office of Business Process Innovation (BPI) is recruiting one City Research Scientist IV to function as the Director, Project Manager, who will:

* Be responsible for the planning, coordination, and execution of major agency projects that align with Agency and Mayoral priorities, including initiatives focused on improving social service delivery, business processes, and operational efficiency.

* Lead and participate in meetings with project teams, executive committees, and vendors to assist with developing project plans, summaries, and updates for Executive leadership.

* Supervise and guide staff involved in project implementation and monitoring. Assist in identifying appropriate resources and applying standardized project management approaches to ensure steady progress.

* Conceptualize and provide research and project design frameworks. Conduct data analysis and apply research findings to inform program development, evaluation, and improvement.

* Collaborate with the Assistant Deputy Commissioners to maintain executive reporting and initiative tracking. Assist in monitoring progress toward key Agency and Mayoral priorities and in preparing regular status updates.

* Support program areas in selecting and implementing standardized project management tools that facilitate consistent tracking, reporting, and communication across initiatives.

* Represent the Office of Planning Management at meetings with agency staff, community partners, and other City agencies to share information, coordinate activities, and support the advancement of agency initiatives.

* Collaborate with internal and external stakeholders, including partner agencies and organizations, on the planning and coordination of cross-agency projects that support City and Agency

priorities.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
