This position is located at Central Office in St. Paul or Golden Valley and may have flexibility for telework or a hybrid schedule. The incumbent will be required to make a telework arrangement with their supervisor and is expected to work in the office as determined by policy. Occasional out‑state travel and overnight stays may be required.
The primary purpose is to complete required certification training and, under supervision, perform entry‑level professional transportation program responsibilities related to the federal New Entrant Safety Assurance Program (NESAP) on new interstate motor carriers. Responsibilities include assessing compliance with the Federal New Entrant Safety Audit (NESA) guidelines, planning, coordinating and conducting on‑site and off‑site NESAs, and providing necessary education to carriers to enable compliance with federal regulations.
The incumbent must enforce and assess compliance with federal, state, and local statutes, laws, rules, and regulations governing the operation of interstate motor carriers and other commercial motor vehicle operations based in Minnesota.
- One year of professional experience in relevant areas, or two years of technical/advanced clerical experience.
- Bachelor's degree in business, education, communications, criminal justice, psychology or sociology may substitute for one year of professional experience.
- Ability to work in a regulatory setting applying laws and rules to ensure compliance and document findings.
- Experience researching and analyzing data sufficient to investigate and make decisions.
- Proficiency with word processing, spreadsheets, and data entry; ability to send correspondences, update databases.
- Strong written and oral communication skills for completing investigations, compiling findings, and presenting results.
- Ability to read and understand court decisions on complex transportation regulatory issues.
- Valid driver's license.
Experience in a regulatory setting that includes oversight and enforcement of laws, rules, and regulations to ensure compliance.
