Education and Experience Requirements
- Master's degree from an accredited college or university in Human Resources, Business Administration, Psychology or related field and three (3) years of experience in a similar position as listed in the work functions in a leadership or supervisory role.
- Bachelor's degree from an accredited college or university in Human Resources, Business Administration, Psychology or related field and five (5) years of experience in a similar position as listed in the work functions, with three (3) of those years in a leadership or supervisory role.
- Combination of education and experience equivalent to nine (9) years of experience in a similar position as listed in the work functions, with three (3) of those years in a leadership or supervisory role.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
Desirable Qualifications- Professional Human Resources Certification (i.e. SHRM, HRCI, PSHRA)
Under general direction, is responsible for the day-to-day direction of human resources (HR) operations and provides leadership, guidance, and support to staff. Plans, develops, and implements human resources programs, policies, and procedures. In collaboration with the Director of Human Resources, directs the County’s classification plan, compensation system, recruitment, and benefit plans. Assists with labor relations and contract negotiations. Provides advice and consultation to County management and acts in the absence of the director.

- Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions
- Directs the day-to-day operations of the Human Resources department.
- Plans, develops, and implements Human Resources programs, policies, and procedures consistent with HR principles, laws, regulations, and best practices.
- Manages assigned department programs which may include benefits, payroll, talent management, safety and risk management, wellness, and HR Generalists.
- Oversees progressive discipline including investigations, grievances, policy violations, and other employee performance issues.
- Assists with the management of labor relations activities including contract negotiation, grievance resolution, administering and interpreting contract provisions, and the development of strategies and long‑range objectives.
- Conducts research and analysis and makes recommendations to the director on topics affecting the administration of human resources programs.
- Assists with the preparation and management of the human resources budget.
- Represents the department on assigned boards and committees and acts in assigned capacities in the absence of the Director.
- Assists with settlement negotiations involving worker’s compensation claims.
- Performs related duties as assigned.
- Thorough knowledge of the principles and best practices of human resources management.
- Thorough knowledge of the laws, ordinances, rules, and regulations affecting public human resources management.
- Knowledge of appropriate government organization systems and structures.
- Knowledge of classification, selection, and compensation systems and structures.
- Knowledge of Olmsted County demographics.
- Skill in labor negotiation techniques and strategies.
- Skill in conducting workplace investigations and resolving grievances and complaints.
- Skill in researching information, conducting studies, preparing statistical data and reports, and presenting findings.
