Job DescriptionPosition Summary
The Human Resources Business Partner supports Osseo Area Schools' mission—to inspire and prepare each and every scholar with the confidence, courage, and competence to achieve their dreams; contribute to community; and engage in a lifetime of learning—by providing strategic and hands‑on HR support to internal and external stakeholders.
The Human Resources Business Partner (HRBP) is responsible for supporting the full employee life cycle within a dynamic K-12 school district environment. The HRBP works closely with leadership to align HR strategies with business goals. This position also ensures compliance with labor laws, district policies, and collective bargaining agreements. The HRBP works closely with leaders to recruit and retain top talent, manage employee relations, and ensure the effective implementation of HR systems, benefits, and data processes that advance the district's mission and equity goals.
Primary Responsibilities
Strategic Partnership - 20%
- Collaborate with senior leadership to develop and implement HR strategies aligned with the district's mission, vision, and strategic objectives.
- Provide expert guidance on HR matters, anticipating challenges and proposing proactive solutions to drive organizational success.
- Support the district and HR team through transitions, by managing the human impact of these changes.
- Communicate effectively with all levels of leadership to enhance their understanding of Human Resources processes, functions and solutions.
- Drive initiatives to enhance organizational effectiveness and efficiency. Facilitate change management processes to support the district's evolving needs.
- Utilize HR metrics and analytics to assess the effectiveness of HR programs and initiatives. Provide data-driven insights to inform decision-making and drive continuous improvement.
- Participate in operations meetings within HR and provide insight and guidance on all Human Resource related topics.
Policy, Procedure and Best Practices - 20%
- Ensure compliance with state, federal and local employment laws and regulations through efficient administration of district HR policies, procedures, programs and initiatives.
- Provide guidance to staff and leadership on labor contracts, benefits, district offerings, etc.
- Develop and maintain HR policies and procedures that align with best practices and legal requirements, as assigned.
- Collaborate with union representatives and serve as a primary resource for understanding and guidance regarding contracts.
- Serve as a resource for questions related to medical, dental, disability, life insurance, and flexible benefits.
- Support open enrollment processes and benefits communication.
- Ensure compliance with HIPAA, COBRA, and deferred compensation policies.
Employee Relations - 20%
- Maintain visibility with all employees and address any issues and concerns that are identified in a timely and professional manner.
- Work directly with leaders and supervisors to effectively promote positive employee relations.
- Address complex employee relations issues, conduct performance and attendance investigations, and provide recommendations for resolution and implement resolutions.
- Provide guidance and support between employees and leaders to resolve conflicts and improve workplace relations.
Recruitment, Selection and Staffing - 20%
- In partnership with the HR team, lead the recruitment, selection and staffing efforts across the district for licensed and non-licensed staff, including job description creation, posting job vacancies, and applicant screening.
- Collaborate with leaders to identify and address workforce development needs.
- Provide guidance and technical support to hiring managers throughout the selection process.
