Overview

The Vice President of Project Management is responsible for the overall planning, execution, and management of major enterprise or group‑level projects, encompassing strategic projects, investment projects, operational improvements, technology development, and cross‑departmental collaboration. This role ensures projects are completed on time, within budget, to quality standards, and aligned with strategic objectives by establishing standardized project management processes, resource allocation, and risk control, while also driving organizational performance improvement and business growth.

Key Responsibilities

1. Project Strategic Planning and Execution – Develop overall strategic plans for major company or departmental projects, aligning with company strategic objectives in collaboration with the executive team.

Oversee portfolio management, ensuring optimized resource allocation and clear prioritization.

Set key performance indicators (KPIs) and success criteria for projects, driving high-quality delivery.

2. Cross-Departmental Project Management – Lead cross-functional project teams, including project managers, business analysts, engineers, and external partners.

Coordinate resources across internal departments, resolving bottlenecks and conflicts within projects.

Ensure project teams adhere to project management standards (PMBOK, Agile, Lean, etc.).

3. Budget and Resource Management – Responsible for project budget development, cost control, and fund allocation.

Monitor resource utilization, optimizing the allocation of teams, equipment, and funds.

Evaluate project return on investment (ROI) and provide improvement recommendations.

4. Risk Management and Compliance – Identify project risks, including technical, financial, legal, and operational risks.

Develop risk mitigation strategies, ensuring project compliance and control.

Regularly review risk management reports and promote the implementation of preventive and contingency measures.

5. Project Methodology and Process Optimization – Establish and optimize project management systems and standardized processes (e.g., PMO, phase gate approval).

Promote the application of project management tools, technologies, and data analytics in projects.

Continuously improve project delivery efficiency, quality, and transparency.

6. Performance Monitoring and Reporting – Regularly report on project progress, risks, key achievements, and budget execution.

Provide data and recommendations to the board or senior management for strategic decision‑making support.

Monitor project performance, ensuring project outcomes align with company strategic objectives.

7. Team Leadership and Talent Development – Recruit, mentor, and develop senior project managers and project team members.

Develop team goals, performance evaluations, and development plans.

Cultivate a leadership team with strong cross‑functional collaboration, strategic thinking, and project management capabilities.

Job Requirements (Qualifications) Educational Background

Bachelor's degree or above in Engineering Management, Project Management, Business Administration, Finance, or a related field.

PMP, PgMP, or other international project management certifications are preferred.
