This position is located in Marathon, FL

Position Overview and Responsibilities:

This is an intermediate level management/supervisory position in the district responsible for the leadership, management, strategic planning, permitting, compliance and enforcement for the district programs operating within Monroe County. It requires a commitment to the implementation of management goals of the agency, as well as administrative and technical abilities related to environmental programs and an ability to understand and implement the relevant Florida Statutes and Florida Administrative Codes.

This position is also responsible for the routine operations of the district's Marathon Branch office which consists of Water Facilities compliance, Air Resource and Waste Management compliance and SLERC/ permitting, compliance, and enforcement activities for Monroe County.

Leadership and Management

* Establishes expectations and provides guidance to branch office staff to ensure quality, consistency, and successful performance of the Marathon branch office.

* Prepares reports regarding activities and accomplishments in the branch office for the district director and assistant director on the implementation of program goals and agency requirements.

* Implements strategies for continuous improvement of the internal operations of the district's branch office.

* Ensures that the information established in the agency's computer databases is accurate.

* Motivates employees to achieve performance goals and have positive attitudes towards their work efforts and agency values.

* Uses progressive and corrective discipline to address behavioral issues.

* Appraises the performance level for all subordinates as required and ensures that performance appraisals are used effectively within the branch office.

* Ensures that all staff within the Marathon branch office are adequately trained and competent to perform the work and interface with the public and other staff in the district.

* Develops and maintains effective working relationships with the staff, public, other departmental managers, state managers, elected officials, media, and other service recipients.

* Works closely with program administrators both in the Southeast District, and in other Districts to ensure consistency among programs statewide

* Keeps staff and the district director/assistant director informed on all issues pertinent to the successful performance of the district's branch office.

* Reviews all reports and correspondence prepared by staff with respect to quality and accuracy of information provided for public record, including agency actions and action items.

* Modifies and critiques documents as necessary.

* Advises and assists staff personnel in complex investigations and resolutions.

Strategic Planning and Implementation

* Sets organizational goals at the district level in conjunction with the agency's strategic plan and district leadership.

* Establishes measurement criteria for district branch office and monitors progress for timely and effective results.

* Coordinates the activities of subordinates to achieve program goals.

* Works closely with program staff in the main office to keep current with new and proposed statutes and rules and evaluates their impact on branch office staff and expense requirements.

* Participates, as needed, in the development of rules and regulations, and program procedures with headquarters staff.

* Meets regularly with district and headquarters staff to ensure proper transfer of current department procedures and rules to staff.

* Participates in public meetings to ensure that the public is informed on rule changes, new policies and procedures and opportunities for pollution prevention.

* Makes appropriate budget recommendations to the district director/assistant director for annual legislative budget requests.

Permitting

* Assists staff in responding to applicants with suggestions for achieving applicants' goals while maintaining consistency with responsible environmental stewardship.

* Ensures effective coordination of permitting activities between the branch office and the main office of the district.

* Confers with other local government officials, engineering and consulting firms and other interested parties to ensure compliance with all related statutes and rules.

* Convenes and conducts interdepartmental conferences as required.

* Compiles, analyses and evaluates complex data regarding the environmental aspects of proposed projects.

* Ensures that the progress of permit applications is timely and accurately tracked to ensure timely response to the public, and compliance with Department rules.
