Performs complex administrative and technical work in building plans examination and review for residential, multi‑family, and commercial site installations, repairs, and alterations to ensure compliance with federal and state regulations and city codes and ordinances.

Work is performed under minimal supervision with considerable latitude in the use of initiative and independent judgment. Position relies on experience to determine the best approach by using and interpreting policies and procedures.

Essential Functions
  • Conducts plans review for site development and site improvement plans for compliance with federal and state regulations and conformity to city codes and ordinances.
  • Reviews and analyzes various plans and document formats to determine regulatory and code compliance (i.e. building/construction site plans, architectural drawings, diagrams, blueprints, schematics, and specifications).
  • Participates in departmental reviews of building plans and construction specifications.
  • Participates in periodic inspection of complex structural building systems at various stages of construction, alteration, and repair.
  • Reviews and interprets codes and ordinances in response to a variety of questions and concerns from engineers, architects, contractors, and the public relative to inspection activities and building permit requirements.
  • Investigates complaints regarding construction, unsafe conditions, permit‑related issues, concerns regarding construction progress, and other complaints as required.
  • Interacts and works collaboratively with architects, engineers, contractors, developers, the general public, and other City staff in the performance of duties.
  • Performs structural inspections; provides consultation/instruction on actions/changes required to bring plans, permits and/or site issues into compliance where indicated.
  • Exercises decision‑making authority in areas including, but not limited to, plan approvals, revision approvals, permit fee approvals, and stop work orders for noncompliance.
  • Supervises and trains plans examiners and other staff in plans review and other technically complex aspects of the work.
  • Provides support to various sections within the department regarding clarification and/or interpretations of codes and regulations.

Education & Experience

High school diploma or GED; supplemented by seven or more years of combined vocational experience that provides broad knowledge and exposure to all facets of building construction and structural engineering, to include both plans review and supervisory responsibilities; or an equivalent combination of education, certification, training, and/or experience.

Certifications & Licensing

Must have certifications from the state of Florida as a Building Plans Examiner, Building Inspector, Coastal Construction Inspector (1 and
2), and Family Inspector/Plans Examiner. Must have Association of State Floodplain Managers (ASFPM) Floodplain Manager certification. Must have a valid Florida driver’s license. May be required to have or obtain additional formal industry certification(s) based on area of assignment. Regular in‑office attendance is required.

  • Advanced knowledge of federal and state regulations and local codes and ordinances governing commercial, industrial, and residential building construction.
  • Advanced knowledge of electrical, mechanical, fuel gas, and plumbing systems’ construction design and installation.
  • Advanced knowledge of the principles, practices, methods, and trade techniques utilized in building construction and plans review.
  • Skill in critical thinking for issues resolution and process improvement recommendations.
  • Skill in the operation of tools and equipment necessary to perform duties.
  • Skill in working independently and following through with assignments with minimal direction.
  • Ability to provide training and guidance to staff in the more complex aspects of the work.
