Position: Elections & Registration Supervisor (Election Day Training/Staffing)

Job Title

The purpose of this classification is to provide first-line supervision for staff involved in conducting federal, state and County elections. Employees in this classification oversee a specific election area:
Election Day Poll Workers.

Job Description

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. Provides customer service: answers questions about voting, including voting early and voting on Election Day;

resolves issues and problems; aids voters in locating and using online tools; discerns when a voter or an issue should be escalated to management. Recruits, interviews, hires, and trains poll officials and temporary workers: creates online training and curriculum for in-person training; writes and administers election procedures for poll workers; updates poll worker manual and other training materials; reserves training locations;

creates poll worker training and election day schedules; oversees printing and distribution of training materials. Designs training classes for poll workers using Microsoft PowerPoint, video, online, hands-on and other methods for teaching adults; coordinates training schedule, materials, supplies and equipment for poll worker classes; coordinates staffing schedule for 24+ facilitators to conduct each election; supervises seasonal and part-time workers including poll workers, facilitators and office staff;

carries out supervisory responsibility in accordance with County policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; assesses training effectiveness and adjust as needed after every election; ensures efficient and accurate tracking and reporting of class attendance to comply with State Law; creates reports and charts using Microsoft Word, Access and Excel;

ensures the department's compliance in accordance with all federal, state, and local regulatory standards, ordinances, laws, and requirements.

Maintains inventory of election equipment and supplies and office supplies: updates and inventories election equipment after each election; and maintains inventory of supplies needed to conduct day-to-day work activities. Researches, compiles, monitors and reports on large amounts of data pertaining to elections operations; summarizes data, performs routine data analysis, and prepares reports; merges data into documents using templates; conducts research of department files, legal records, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.

Processes various documents from a variety of sources to update voter records. Performs other related duties as assigned.

Minimum Qualifications:

Associate Degree in Public Administration, or related field required; supplemented by five years of progressively responsible experience managing elections and voter registration including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Experience in Previous Elections

Licenses and Certifications

Valid driver's license required.

Physical Abilities

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements Some tasks require the ability to communicate orally. Environmental Factors Essential functions are regularly performed without exposure to adverse environmental conditions.
