Position Information
The Environmental Compliance Superintendent will manage the post-closure care operations, ensuring adherence to regulatory compliance standards. The role involves coordinating the day-to-day activities and maintenance of closed landfills for the County. This includes overseeing all necessary procedures to maintain environmental integrity, addressing any regulatory issues that may arise, and implementing best practices for long-term landfill stability and safety.
Essential FunctionsManage the technical, regulatory, and operational aspects of the County’s closed landfills to ensure long‑term environmental safety and compliance. This position focuses on the post‑closure care period, specifically monitoring groundwater, managing landfill gas (LFG) systems, maintaining the cap integrity, managing stormwater, and reporting to Georgia EPD. The incumbent acts as the technical lead, coordinating with state regulatory agencies and managing consultant contracts.
- Oversee groundwater, surface water, and LFG (methane) sampling programs in accordance with state and federal regulations (RCRA Subtitle D) and ensure compliance with facility permits and plans.
- Analyze environmental data, identify trends, and prepare technical reports for state/local regulatory bodies such as the Environmental Protection Division (EPD).
- Ensure compliance with NPDES permits and stormwater management plans.
- Coordinate work activities: prioritize tasks to meet objectives; develop and oversee employee schedules; ensure subordinates have the resources needed; monitor status of work in progress; inspect completed work; consult with assigned staff to assist with complex and problem situations; provide progress and activity reports to department management.
- Coordinate routine and non‑routine maintenance and repair duties at closed landfills: oversee grading, mowing, well maintenance, seeding, erosion control, fence repairs, etc.; establish and coordinate maintenance schedules; monitor work to ensure compliance with established policies and standards.
- Conduct site inspections of closed landfills: monitor landfill cover, run‑off ditches, settlement, fencing, signage, gas collection and control systems; identify and assign needed repairs.
- Prepare and complete required regulatory reports: maintain inspection and maintenance logs; compile information and data; submit information to appropriate authorities.
- Ensure landfill maintenance activities and systems are in compliance with applicable laws, codes, regulations, and standards; initiate any actions necessary to correct deviations or violations.
- Perform other related duties as assigned.
Bachelor’s degree in Environmental Engineering, Civil Engineering, Geological, Environmental Science or a related field; supplemented by a minimum of 3–5 years of professional experience in engineering, geology, environmental science, or a related field, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Preferred QualificationsSpecific experience in landfill operations, post‑closure monitoring, environmental sampling, or environmental remediation.
Licenses and Certifications- Valid driver’s license.
- Engineer‑in‑Training (EIT) or Professional Geologist (PG), or ability to obtain within 12 months (also applies to out‑of‑state licenses/certifications).
- 40‑hour OSHA HAZWOPER certification, or ability to obtain within 6 months.
- Landfill Operator Certification, or ability to obtain within 6 months.
Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing. Tasks typically also involve stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20‑50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
Sensory RequirementsSome tasks require the ability to perceive and discriminate depth. Some tasks require the ability to communicate orally.
Environmental FactorsPerformance of essential functions may require exposure to adverse environmental conditions such as dirt, dust, pollen, odors, wetness, humidity, rain, hazardous materials, unsafe structures, heights, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, animal/wildlife attacks, or animal/human bites.
