Overview

This position will be responsible for providing technical leadership and oversight for our most complex infrastructure initiatives, including supervising Water System project engineers; providing technical guidance on wastewater treatment process engineering; regulatory advocacy; managing complex construction issues, risk management, and dispute resolution; and serving as the technical lead for the design and construction of water reclamation facility expansions.

Responsibilities

Manage, direct, and evaluate assigned staff. Develop employee work schedules and oversee adequate coverage; compile and review timesheets; process employee concerns, counsel or discipline as appropriate; assist with or complete performance appraisals; direct work; act as a liaison between employees and management; and train staff in operations, policies, and procedures.

Organize, prioritize, and assign work. Prioritize and schedule work activities to meet objectives; ensure subordinates have the proper resources to complete assigned work; monitor status of work in progress; inspect completed work; consult with assigned staff on complex problem situations and provide technical expertise; provide progress and activity reports to management; and assist with revision of procedure manuals.

Develop, plan, and implement short‑ and long‑term goals, objectives, and strategies for the assigned functional area to ensure efficient organization and completion of work; ensure that goals, objectives, and strategies align with legislatively mandated programs; and ensure regulatory compliance.

Develop and manage capital improvement plans and programs for infrastructure projects: coordinate with department staff to understand needs for infrastructure upgrade and replacement; estimate project costs; and prioritize projects.

Oversee selection of consultants: provide guidance in development of Scope of Work for professional services agreements; review and approve requests for proposals (RFPs) and addendums; act as technical advisor during evaluation of proposals to ensure compliance with County policy; and review agenda items recommending award.

Provide technical support during design: conduct and/or review modeling, planning, and engineering studies in support of project analysis and design; review reports detailing quantitative analysis performed and concluding recommendations; and review and verify engineering calculations and analysis submitted by consultant engineers or internal engineering staff.

Provide technical assistance during bid phase and construction; assist with responding to bidder questions; make recommendations for awarding contracts; provide guidance with resolving issues that arise during construction; and guide project management staff and consultants to control costs, manage risk, avoid claims, and resolve disputes.

Responsible for updating consultant/engineering agreement templates and standard construction documents: revise documents when federal, state, or local regulations or County policies change; ensure insurance requirements are up to date; submit changes to County Attorney’s Office for approval; and update technical specifications and standard details.

Manage design, development, construction, and/or implementation of complex, multi‑year, county‑wide projects and programs; establish project schedules; review reports and designs from consultants; conduct overall project evaluation; coordinate and review the work of contracted architects, engineers, county staff and other project service providers; work with contractors to make design modifications necessary to conform with regulatory and project requirements; and approve the designs as appropriate.

Provide technical assistance for coordination between county, state, and/or regional planning and regulatory agencies; assist in evaluating impact of new regulations and regional plans; maintain familiarity with state and federal regulations and their impact on county projects and operations.
