Bachelor of Business Administration required.

Concentration in Accounting or other finance related areas required.

Certified Public Accountant (CPA) designation is preferred.

Experience:

A minimum of five years’ financial management experience is required.

Preferred extensive experience in K-12 school district financial management

JOB SUMMARY:

The purpose of this position is to provide strategic leadership and management oversight of the financial and business operations of the school district. The Chief Financial Officer leads the development and implementation of the district’s budgets; financial reporting; governmental accounting; financial policy structure; payroll; federal and state grants; cash management and short and long-term investments; workers compensation; risk management; accounts receivables and payables;

fixed asset reporting; local and consolidated school funds; nutrition services accounting; and internal and external audits to accomplish the School District’s fiscal and strategic goals.

MAJOR RESPONSIBILITIES:
Leadership and Evaluation
  • Directs the development and implementation of the district’s budgets.
  • Develops budgets for all District funds by working collaboratively with the Board of Education, Superintendent, Cabinet and District administration.
  • Directs budget management and implementation with ongoing monitoring of revenues, expenditures, and encumbrances.
  • Collaboratively provides information and direction regarding ongoing budgets with all departments and schools.
  • Reports to the Board of Education with monthly financial statements, budget presentations, budget amendments, and budget updates on an ongoing basis.
  • Works collaboratively with Cabinet Members and other District administrators to meet their departmental financial needs within budget or find alternative solutions for funding.
  • Serves as a member of Superintendent’s Cabinet, and attends meetings as required.
  • Leads the district’s Financial Services Division staff.
  • Directs internal and external financial reporting for the School District.
  • Manages monthly and annual fiscal year-end closings.
  • Attends Board of Education meetings and presents financial reports to the Board and public monthly.
  • Manages the annual external audit process and works with the audit firm to facilitate a clean opinion, timely reports and required state and federal reporting.
  • Serves as the Plan Administrator for the District’s tax-sheltered annuity plans (TSA), ensuring Plan compliance with federal regulations and works with TSA vendors to update plans as needed.
3. Develops innovative and sustainable enhancements to improve efficiencies within the District.
  • Evaluates existing systems and processes for viability and efficiency and brings enhancements forward to Cabinet and Superintendent for consideration.
  • Seeks enhancements in innovative payment solutions and processes.
  • Directs financial software enhancements and replacements in collaboration with Technology Department.
  • Works collaboratively with the Operations Division in developing and implementing operational and Splost budgets.
Management and Organization
  • Directs the processing, reporting and distribution of the district’s payroll and its related state and federal requirements.
  • Directs financial management of grants and required grant reporting and funding draws, with approval in accordance with federal and state regulations.
  • Serves as the Official Financial Liaison between District and State and Federal agencies.
  • Oversees risk management within the School District, including District investments, cash management, the workers compensation and insurance programs and their financial transactions.
  • Acts as a Certified Officer for banking and investment accounts and serves as the district’s contact person for these institutions for approval and resolution of issues.
  • Manages the district’s investment portfolio conservatively for maximum return, in accordance with policy.
  • Acts as system administrator for critical operating systems, including financial, human resources, budgeting, asset reporting, and food service software.
