Duties

  • Provides guidance to commanders, supervisors, and managers on a broad scope of performance management issues in coordination with local Civilian Personnel Section (CPS), legal office and union representatives.
  • Serves as the primary point of contact for Civilian Personnel services involving position management, staffing, placement, and classification.
  • Serves as a civilian personnel program management specialist coordinating and implementing a myriad of civilian personnel program services for the Wing.
  • Prepares written correspondence and other documentation.

Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes the following: (1) applying analytical and evaluative methods or techniques to issues and/or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions;

(2) preparing and/or processing requests for personnel actions; (3) developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. OR

EDUCATION:

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND

EDUCATION:

A combination of education and experience as described above may be used to qualify for this position.

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification.
2. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions.
3. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements.
4. Skill in conducting detailed analyses of complex civilian personnel functions and work processes.
