Position Overview

This position is located in the Cobb County Water System, Maintenance Division.

This position will be scheduled to work four 10‑hour shifts a week, Monday through Thursday or Tuesday through Friday.

This position works shift rotations that include working days, nights, call‑outs, standby, holidays, and weekends in any region assigned.

Responsibilities
  • Lead and coordinate daily work activities of assigned crew, conferring with supervisor for direction on work assignments and priorities; organize and assign tasks; monitor status of work in progress; inspect completed work; confer with co‑workers; assist with complex problem situations and provide technical expertise; assist with training and instructing co‑workers regarding operational procedures and proper use of equipment; assist with supervision of co‑workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.
  • Install, maintain, repair, and replace water and sewer lines and related system components: locate manholes, service connections, valves and other utilities; assist with the installation of new sewer taps; clear debris from manholes, lines, stream crossings; inspect and evaluate system condition; diagnose leaks, blockages; excavate around infrastructure; install repair fittings; replace service lines; perform confined space entries; clean manholes and lines;

    change out sewer rings and lids on manholes.
  • Travel to site; read maps; utilize GPS and GIS maps; enter and update department database; maintain documentation.
  • Ensure crew members maintain appropriate inventory of material and equipment; ensure assigned equipment is adequately maintained; perform preventive maintenance and minor repairs; notify supervisor of needed replacements and repairs.
  • Perform related activities: saw cuts driveways, sidewalks, curbs, roads during repair; assist with preparation and restoration of landscape, property, and other areas to pre‑construction conditions; install sod; apply seed, hay, pine straw, and lime.
  • Operate and maintain a utility truck, camera, shovels, sharpshooter, probing rod, jet hose, jackhammer, pipe saw, hand saw, chainsaw, pipe cutters, hand tools, hatchets, machetes, post‑hole digger, trash pump, hand pump, or other equipment as necessary to complete essential functions.
  • Adhere to established safety procedures: monitor work environment and use of safety equipment; flag and direct traffic; place markers, signs, cones around the project or work site; wear personal protective equipment.
  • Receive and complete work orders: ensure accurate and timely completion of work reports; provide required field data for EPD reports; provide input for accident reports.
  • Provide emergency coverage as directed or required; work on standby status according to established departmental schedules.
  • Coordinate and distribute work to contracted vendors: prioritize and assign work activities; monitor status of work in progress; inspect completed work; assist with resolving complex situations and problems.
  • Manage meter reading and billing processes: upload and distribute data from recording equipment to meter reading vendor; download data collectors and transfer readings to accounts; review daily meter reading exception reports; create work orders for water system staff to check exceptions.
  • Document locations of existing manholes using GPS equipment; train staff in the use of GPS equipment.
  • Perform lead duties for condition assessment of existing sewer infrastructure: oversee visual and electronic measurements; direct smoke testing; direct dye testing; ensure inspection forms are completed accurately.
  • Perform CCTV inspection of sewer lines: operate camera remotely; assess and document defects in accordance with NASSCO's Pipeline Assessment Certification Program; report results.
  • Manage temporary flow meter installations: determine appropriate location to install meters; calibrate meters; oversee installation; download data and review data in the field to ensure meter is functioning properly.
  • Perform other related duties as assigned.
