Purpose of Job:

The Chief Inspector is responsible for providing leadership, guidance, and shipbuilding expertise to a team of inspectors that will verify quality and workmanship at Fincantieri Marinette Marine (FMM) in support of the Medium Landing Ship (LSM) program, one of the most consequential and complex shipbuilding programs in the country. This individual will play a critical role as part of TOTE Services’ Vessel Construction Manager (VCM) team.

This individual will report directly to the TOTE Services Project Manager - FMM.

With support from the Project Manager, the Chief Inspector will be responsible for demonstrating a deep commitment to safety by implementing, supporting and adhering to a shipyard safety program that aligns with TOTE Services’ core values and organizational objectives. The position will be working closely with shipyard supervisors, QC, production labor, and their subcontractors (including ABS) to conduct tests and inspections to demonstrate strict adherence to contract requirements and performance standards.

The Chief Inspector will also be responsible for independently evaluating the shipbuilder’s construction progress against published schedules.

The ideal candidate will have a minimum of 10 years of progressive multi-disciplinary shipbuilding experience, preferably with commercial and U.S. Government construction programs, with demonstrated expertise all facets of ship construction and delivery.

Duties and Responsibilities:

The Chief Inspector will represent TOTE Services in all aspects of construction oversight during vessel fabrication, including panel assembly, block erection, surface preparation and coating, machinery and equipment installation, outfitting, electrical, and onboard safety systems. This individual will manage a team of inspectors and is expected to carry-out the following fundamental duties:

  • Promote the TOTE Services safety culture and adhere to all safety guidelines while conducting daily inspection activities. Make safety a priority in everything we do.
  • Lead the weekly safety meetings and support the onsite team with communicating safety issues to the shipyard.
  • Provide daily supervision and guidance to a team of inspectors and subject matter experts to verify quality, workmanship and contract compliance during all stages of vessel construction.
  • Validate proposed design changes and assist with the resolution of technical issues.
  • Support the development and execution of a robust Test and Inspection Plan and propose strategies for efficient production oversight.
  • Serve as the primary liaison between TOTE and applicable regulatory bodies, including ABS.
  • Independently evaluate the shipbuilder’s progress against the published schedule and provide recurring status updates to the Project Manager and the Government.
  • Report on all aspects of vessel construction and maintain detailed record-keeping of inspection reports and other key documents.
  • Work with Project Managers and Chief Inspectors at other shipbuilders building the LSMs to share lessons‑learned and provide consistent processes and level‑of‑service to the Government across a multi‑shipyard construction program.
  • Coordinate with TOTE Services’ Quality Control Manager (QCM) to conduct internal and external (shipyard) audits in accordance with the requirements of the VCM prime contract.
