Job Summary and Major ResponsibilitiesThe Housing Consultant is a key role supporting the City’s Housing
TO Action Plan. This position will lead strategic initiatives and oversee high impact, tenant focused programs that promote housing stability. This role is well suited to a strategic and action-oriented professional with the expertise and experience to combine policy insight, operational leadership, and community engagement to make a tangible difference.
Reporting to the Manager and working within a collaborative management team, the Housing Consultant provides leadership across staff teams, program operations, and strategic initiatives. The role is responsible for advancing program objectives, driving continuous improvement, and fostering strong partnerships with community organizations and other stakeholders. Through performance monitoring, barrier identification, and cross-sector collaboration, the Housing Consultant contributes to improved housing outcomes at an individual and system level.
The Housing Consultant advances the development of processes, policies, and systems that support data collection and results-based accountability within the Tenant Access & Support section. This includes monitoring and evaluating program outcomes, adapting priorities in response to emerging trends and system-level data, and ensuring alignment with Divisional and City-wide objectives. The role also includes oversight of service provider contracts with a focus on compliance, financial accountability, and performance standards.
Experience with budgeting, financial oversight, and the administration of agency or grant-funded programs is a significant asset.
As a strong and adaptable communicator, the Housing Consultant prepares briefing notes, justification memos, presentations, and key messages for a range of audiences, including senior management, City Council, the Mayor's Office, community partners, and members of the public.
The Tenant Access and Support section is recruiting to fill two Housing Consultant vacancies within the following programs:
Eviction Prevention in the Community (EPIC) ProgramWithin the EPIC program, the Housing Consultant leads staff teams responsible for program eligibility, case management services, resource coordination, stakeholder engagement, and community outreach. The role oversees day to day operations, while advancing process improvements, strengthening partnerships, enhancing service delivery, and supporting staff development. A strong focus is placed on innovation, capacity building, and continuous improvement to ensure the program effectively responds to tenant needs and emerging system pressures.
GrantsProgram
Within the Grants program, the Housing Consultant leads staff teams responsible for tenant focused grant administration, ensuring compliance with funding agreements, financial integrity, and high-quality service delivery. The role will lead the design, development, and implementation of new initiatives to improve supports and access for tenants to secure and maintain housing. This will be done through stakeholder engagement and data driven decision making aimed at continuous improvement of services.

KeyQualifications
