Organizational Relationship or Line of AuthorityThe Executive Director of English Learner (EL) Services reports directly to the Superintendent and serves as a member of the District Leadership Team. The Executive Director of English Learner Services directly supervises and evaluates the English Learner Coordinators, English as a Second Language (ESL) Teachers, Bilingual Instructional Support Staff, and EL Family Engagement Liaisons. The Executive Director may also supervise additional staff and contracted service providers as assigned.
SummaryThe Executive Director of English Learner Services, PK-12 provides strategic leadership, coordination, and oversight for all English Learner (EL) programs and services across the district. The Executive Director is responsible for ensuring coherence, alignment, and excellence in language acquisition programming, instructional support, compliance, family engagement, and multilingual learner achievement from pre-kindergarten through grade twelve. Working collaboratively with district and school leaders, the Executive Director develops and implements systems that promote language development, academic achievement, educational equity, and meaningful access to all district programs and opportunities for multilingual learners.
The Executive Director ensures that English Learner services are integrated within the district's broader instructional vision and aligned with the goals outlined in the Marlborough Public Schools 2030 Strategic Plan and the district's Portrait of a Learner.
- Develop and implement a district wide vision for English Learner Services aligned with the Marlborough Public Schools 2030 Strategic Plan and Portrait of a Learner.
- Ensure coherence, consistency, and alignment of English Learner programming, instructional supports, and language acquisition services across all schools and grade levels.
- Establish systems that promote equitable access to rigorous core curriculum, high-quality instruction, and enrichment opportunities for multilingual learners.
- Lead district wide strategic planning efforts related to multilingual learner achievement, language development, and family engagement.
- Collaborate with district leaders to ensure multilingual learners are at the core of and fully integrated into district improvement initiatives and instructional priorities.
- Promote asset-based approaches that recognize multilingualism and multiculturalism as strengths.
- Lead the design, implementation, and evaluation of English Learner instructional programs and services.
- Ensure effective implementation of evidence-based language acquisition practices and instructional strategies.
- Support schools in providing integrated language development opportunities within core academic instruction.
- Collaborate with curriculum and instructional leaders to ensure English Learner access to grade-level content and core high-quality instructional materials.
- Monitor program effectiveness and student outcomes through ongoing data analysis.
- Support educators in implementing sheltered instruction and culturally responsive teaching practices.
- Ensure compliance with all federal, state, and local laws, regulations, and reporting requirements related to English Learner education.
- Oversee identification, placement, assessment, progress monitoring, and reclassification processes for English Learners.
- Monitor compliance with state and federal accountability requirements.
- Coordinate district preparation for program reviews, audits, and monitoring visits.
- Maintain accurate records and reporting systems related to English Learner services.
- Ensure equitable access to district programs, extracurricular activities, and advanced learning opportunities.
- Establish measurable goals and performance indicators related to language acquisition and academic achievement.
- Analyze student achievement, growth, language proficiency, graduation, and school engagement data.
- Develop action plans to address achievement gaps and improve outcomes for multilingual learners.
- Monitor the effectiveness of instructional programs and interventions.
