The Detroit Housing Commission is posting three (3) positions for the role of Housing Specialist. Below is an overview of the position, including essential duties, required skills, qualifications, and application instructions.
Position Title: Housing SpecialistFLSA Status: Non-ExemptReporting To: Director of Assisted Housing or Manager/Supervisor DesigneeDepartment: Assisted HousingPosition Summary:This role provides operational support for the Detroit Housing Commission’s Section 8 programs, assisting with application processing, waiting list management, portability, intake, and recertification duties. The position involves communication with property owners and management companies, working under supervision of an HCV Supervisor or Manager.
Key Responsibilities:- Handle recertifications, including notifying participants and landlords, conducting interviews, verifying information, calculating rent shares, and entering data into systems.
- Manage voucher terminations and HAP contract actions for non-compliance, including preparing cases for hearings.
- Draft correspondence and communicate with applicants, voucher holders, landlords, and other stakeholders via phone, email, or in person.
- Provide excellent customer service, respond promptly to inquiries, and handle mail and faxes appropriately.
- Utilize office software and Yardi systems for recordkeeping, reporting, and application management.
- Maintain participant and landlord files in accordance with protocols, ensuring confidentiality and compliance with HUD and PII policies.
- Process applications, explain program procedures, and manage waiting lists per HUD and agency guidelines.
- Assist with portability procedures, including documentation and follow-up.
- Support intake processes, eligibility determination, and initial negotiations for rent and contracts.
- Perform other duties as assigned.
- Effective verbal and written communication skills for diverse populations and stakeholders.
- Organizational skills for managing documents and meeting deadlines.
- Conflict resolution and negotiation skills.
- Knowledge of HUD regulations, Section 8 program requirements, and related policies.
- Ability to operate standard office equipment and software, including Yardi.
- Physical ability to perform typical office tasks and move objects up to 10 pounds.
Office environment; ability to operate office machines, walk, and stand as needed.
Additional Requirements:- Valid driver’s license; pass criminal background checks and drug screening.
- Fluency in a second language (e.g., Spanish, Vietnamese) preferred.
Associates degree with 3-5 years of experience in subsidized rental property management or related field. Bachelor’s degree and experience with Housing Choice Voucher programs preferred. Certification in HCV is highly desirable.
