Job Overview

The Employment and Human Services Department of Contra Costa County is seeking an experienced, human services finance professional to serve as Chief Financial Officer. This role is responsible for the development, review, revision and implementation of policies and procedures for the department’s financial operations, and directing a staff of professional, technical and clerical personnel; advising department executive and administrative staff concerning complex financial management issues.

The position is the delegated liaison to the County Auditor‑Controller, Assessor and Treasurer‑Tax Collector.

• Develop, review, revise and implement policies and procedures for financial operations.
• Direct and oversee a staff of professional, technical, and clerical personnel.
• Advise executive and administrative staff on complex financial management issues.
• Serve as the liaison with the County Auditor‑Controller, Assessor and Treasurer‑Tax Collector.

• Strategic, collaborative CFO experience with deep expertise in complex public‑sector and human services funding, large‑scale governmental financial operations, and multi‑fund oversight.
• Minimum four years of management‑level experience overseeing fiscal operations in a public human services agency; a master’s degree or CPA may substitute for one year, CPA or CFA credentials are highly desirable.
• Experience managing large budgets (e.g., $500 M+), navigating county expense claiming, and ensuring compliance with federal, state, and grant requirements, including OMB Uniform Guidance and audit standards.
• Strong knowledge of governmental accounting (GASB/GAAP), ERP systems, and statewide partnerships.
• Bachelor’s degree in a related field.
