Position Title: Social Service Information Systems Analyst

Job Summary: The Analyst will support statewide social services systems, providing day‑to‑day end‑user support, troubleshooting, system updates, and data analysis to improve service delivery.

What You Will Typically Be Responsible For
  • Provide direct, day‑to‑day support to end users by assessing inquiries and resolving technical issues.
  • Support and maintain statewide social services systems by troubleshooting problems, coordinating solutions, and ensuring reliable system functionality.
  • Develop, update, and publish technical procedures and instructional materials.
  • Assist with data analysis, reporting, and validation to support program operations and informed decision‑making.
  • Coordinate with state partners, vendors, and internal teams to resolve system issues and implement updates.

Minimum Qualifications
  • License

    Required:

    Valid California Motor Vehicle Operator's License (out‑of‑state license accepted during application).
  • Education: Completion of 60 semester or 90 quarter units from an accredited college or university, including 15 semester or 22 quarter units in computer science, information systems or a closely related field.
  • Experience: Either 18 months of full‑time experience in analysis, design and implementation of computer systems and procedures; or 18 months of full‑time experience in social services systems support with direct responsibility for system troubleshooting and problem resolution.
  • Substitution for

    Education:

    Possession of a certificate in Business Analysis, Database Systems Design, Analysis or Administration;
    Management Information Systems;
    Systems Management or related field with a minimum of 20 semester units, plus additional 12 months of qualifying experience; or additional qualifying experience in analysis, design and implementation of automated systems and procedures may be substituted on a year‑for‑year basis.
Desirable Qualifications
  • Experience supporting large‑scale or statewide automated systems such as eligibility or case management systems.
  • Knowledge of social services programs such as CalWORKs, Cal Fresh, Medi‑Cal, or Child Welfare.
  • Familiarity with system testing methodologies, including user acceptance testing (UAT).
  • Experience with data analysis, reporting tools, or SQL.
  • Strong written communication skills, particularly in developing user documentation and instructional materials.
  • Experience collaborating with vendors, state agencies, or cross‑functional project teams.
  • Relevant professional experience or coursework in information systems, business analysis, or project management.
