The Position:

Local 21 - Non-Supervisory Management. Contra Costa County Risk Management Department is seeking one (1) Liability Claims Adjuster to join our Liability Claims Program area. The Liability Claims Adjuster will report to the Assistant Risk Manager – Liability and is responsible for analyzing, reviewing, investigating, and adjusting low severity and complexity claims filed against the County, and performing other related work as required.

The Liability Claims program is a small and dedicated unit within the Risk Management team. Each team member has a unique opportunity to support each other, make an immediate impact on the program, and to share their experience and knowledge with the rest of the team.
We Are Looking For Someone Who Is- An Effective Communicator. You will need to possess strong verbal, written, and listening skills
- Team Oriented. You will need to establish and maintain working relationships with multiple parties including County department personnel, employer contracts, and legal counsel
- Adaptable. You will need to effectively adjust easily to varied and changing priorities in a fast-paced environment
- Knowledgeable in Liability Claims. You will need to understand, apply, and explain technical knowledge, State Regulations, and civil procedures related to third party liability
- Organized. You will need to work effectively under pressure, while meeting deadlines
- Investigating and adjusting low severity and complexity liability claims filed against the County to include making determinations on potential liability and coverage defenses and bringing cases to resolution
- Negotiating claim settlements with individual claimants, attorneys, or commercial insurance carrier and actively seeking reimbursement for monies owed to the County
- Preparing reports, composing correspondence, drafting board memos, maintaining current claim files and reserves, and participating in meetings to provide guidance on insurance matters, best practices and risk mitigation
- Managing litigated and excess liability claims, and working with County Counsel on case strategy, evaluations, attending claim committees, and providing status report to insurance pool
- Attending settlement conferences, small claims court, mediations, pre-trial conferences and trial, and issue conferences and early neutral evaluations
- Completing site visits, in person claims investigations, inspections of property and equipment, and meeting with County personnel

Required:
Possession of a valid California motor vehicle operator’s license. Out of state valid motor vehicle operator’s license will be accepted during the applicant process. - Education: Possession of a Bachelor’s degree from an accredited college or university with a major in business or public administration, insurance, finance or a closely related field.
- Experience: Two (2) years of full-time professional experience with an insurance carrier, claims investigation agency, or independent claims administrator which included responsibility for adjustment, investigation of liability or medical malpractice claims.
- Substitution: Additional experience of the type noted above may be substituted for the required education on a year-for-year basis up to a maximum of four (4) years. One (1) additional year of qualifying professional experience may be substituted for the required academic major.
