Overview
Civil & Environmental Consultants, Inc. (CEC) is seeking a Civil Engineering Project Manager to join our growing team in Martinsburg, West Virginia. This is an opportunity for an experienced engineer to lead complex site development projects, mentor junior staff, and take on increasing responsibility in client engagement and project leadership.
Responsibilities- Develop proposals and project budgets, manage the engineering staff, and perform quality control.
- Work with clients, contractors, and local/state government officials on all aspects of the project—from conceptual and design phases, through the regulatory review process, bidding, and construction.
- Participate in internal and external client and professional development-based organizations.
- Partner with management teams to mentor and assist in the professional development of staff, conduct annual reviews, and set development goals. Collaborate with senior management to customize individual career paths through professional development and mentoring activities related to project management, leadership, and business development skills.

- 7+ years of civil engineering experience.
- Bachelor’s degree in civil engineering (or related field) required (ABET accredited).
- Professional Engineer License (P.E.) in West Virginia or ability to gain reciprocity.
- Experience managing and leading project teams.
- Experience developing and maintaining relationships with active and future clients.
- Experience in scope of service and budget (proposal) development, and demonstrated ability to manage projects profitably.
