Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Watershed and Climate Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of JobThe overall purpose of this position is to provide financial data analysis, invoice processing, unit administrative services and tracking of operational programs managed within Watershed and Climate Service. State and Federal procurement regulations must be followed in the above listed duties by interpreting rules, regulations and procedures. By providing financial data analysis and tracking for these programs and assisting with other Unit activities, this position assists the Department of Natural Resources (DNR) in meeting its goals and objectives.
PositionDuties
The Department of Natural Resources, (Watershed and Climate Services, Annapolis) is currently accepting applications for an Administrative Officer II to serve as an Accounts Payable / Administrative Specialist. This position supports the Watershed and Climate Services unit by providing invoice processing and management utilizing state accounting software, spreadsheet software and established procurement methods, financial data analysis and fiscal tracking of funding programs, tracking and reconciliation of encumbrances, contract administrative management and unit personnel tracking.

By providing financial data analysis and tracking for these programs and assisting with other Unit activities, this position assists the Department of Natural Resources (DNR) in meeting its goals and objectives.
- Review and submission of invoices
- Auditing, processing, and managing fiscal records/spreadsheets
- Communication and coordination with program/fiscal/human resource staff
- Initiating procurement for funding sources
- Unit tracking of personnel administrative needs
- Agreement tracking and oversight
- Reviewing awards and WCS agreement documents for budgetary accuracy
- Assisting in database management
- Ensuring that WCS is in full compliance with applicable State, Federal, and Agency grant regulations and policies.
The selected employee will possess proficiency with Google Suite (Gmail, Calendar, Drive, Meet, Docs, Sheets, Slides, Forms, Groups) and other relevant software; strong interpersonal, written, and oral communication skills, excellent attention to details, and strong organization and time management skills.
Minimum QualificationsEducation: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes- Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
Preferred Qualifications
- Experience of governmental accounting standards, policies & procedures;
- Experience in the use of the Financial Management Information System (FMIS);
- Proficient in Microsoft Excel.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
