Missions In Brief

You assist the community in managing daily accounting operations and relationships with external partners and suppliers as well as with internal services. Accounting Management:
• Carry out routine accounting operations in liaison with the Management: allocation/reservation, commitments, credit transfers, administrative mandates for payment of invoices and billed services, revenue titles, etc.
• Participate in the development, updating, and publication of accounting follow-up tools.
• Ensure a link with the services in the management of accounting: ensure the service is done before paying invoices, produce general ledgers and other documents necessary for the management of services.
• Participate in the preparation of budget documents (initial budgets of services, administrative accounts, results).
• Participate in the management of the accounting inventory.

Human Resources Management

• Manage applications for vacant positions within the recruitment procedures in liaison with the Management (acknowledge receipt to candidates, organize the processing of applications and interview schedules, etc.).
• Manage sick leaves of permanent and contractual agents (processing of files, transmission of declarations, follow-up of leaves).
• Enter and follow up files with the Côte-d'Or Management Center.
• Organize the constitution, updating, archiving, and consultation of individual files of agents.
• Collect data and participate in the preparation of the annual unique social report.
• Enter and follow up on decrees (positions, advancement of grade, promotions, cessations of functions) and make the link with the payroll service.

Profile Sought

• Knowledge of budgetary and accounting rules applicable to local authorities.
• Ability to analyze and synthesize.
• Knowledge of the rules for managing the careers of territorial agents.
• Experience in a similar position desired.
• Knowledge of the Berger Levrault accounting software is a plus. Required qualities:

Legal Basis

Art. L332-8 provision 3 or 4 of the general public service code - A contractual employee may be recruited for this position because it is a position in a small community. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
