The Prince George's County Office of Procurementis currently seeking qualified applicants to fill aProcurement Officer 1G,gradeG
18, in the Business Services Division.
About the Position
This is entry level professional procurement work to provide supplies, equipment and services required by the assigned department/agency, project, or County Government. Performance of work at this level requires knowledge of procurement methods, principles and practices. Contacts are with various department/agency personnel to clarify technical data, provide and verify information and report status of procurement actions; with Budget Management Analysts to ensure sufficient funding;
and with vendors to obtain pricing, delivery, and other procurement-related information. This class of work may entail some public service/assistance, but it is incidental to the primary focus of the work performed. Work is performed under the authorization of the County Purchasing Agent and performance is evaluated by a higher-level Procurement Officer or other designated superior and evaluated in terms of timeliness, technical adequacy and conformance with established procurement procedures.
Upon satisfactory completion of the probationary period the entry level Procurement Officer I may be promoted to the Procurement Officer II full performance level.
About the Agency
The Office of Procurement was launched on July 1, 2024, and comprises three main divisions: the Office of Accountability, Business Services, and Office of Administrative Services. These divisions will house critical functions including Contract Compliance, Contract Administration & Procurement, and Supplier Development & Diversity, formerly managed under the Office of Central Services. The Office of Procurement will help foster transparency and efficiency in our procurement process every day while also providing a high impact means to promote equity.
Through the new Office of Procurement, small, local, and minority-owned businesses are supported, creating new opportunities for our residents to work in and improve the community where they live.
Examples of Work
* Assist with bid preparations, solicitations, awards and contract extensions with internal customers and the Supplier Development and Diversity Division. The incumbent may obtain written concurrence on actions taken as required.
* Provides recommendations to the Contract Review Committee (researches and documents all recommendations for sound logic and economic viability).
* Prepares specifications, solicitations and conducts analysis of bid/proposal responses. Provides recommendations for contract award in accordance with procurement law, regulations, procedures, and solicitation requirements.
* Maintains well-organized procurement records as required by law and /or policy.
* Initiates and follows through on procurement actions in a manner that will facilitate completion of services within required timeframe.
* Processes approved requisitions and change orders, maintains an average requisition turn-around time consistent with production goals.
* Reviews purchasing ordinances, and applicable professional publications to assure maximum job proficiency.
* Undertakes re-bidding actions to ensure no lapse in contract coverage occurs.
* Accomplishes contract loading in a timely and accurate manner
* Reviews and/or develops appropriate written determinations ensuring they are accurate, concise and consistent with applicable legal guidelines and policies.
* With 100% accuracy, reviews purchase orders and contract awards for completeness and compliance with legal and policy mandates.
* Prepares monthly reports/briefings on procurement activity and submits to supervisor by established deadlines.
* Conducts follow-up and enforcement of contract performance requirements in accordance with contract terms, conditions and specifications.
* Resolves contractor performance and dispute issues in the best interest of the County.
* Under the supervision of the Contractual Services Officer, initiates contractor cure, shows cause and termination processes within the prescribed time frames and in accordance with written policy and procedure.
