Duties
* You will be responsible for the overall financial administration of several major programs and functions.
* You will provide technical guidance and training to junior team personnel.
* You will develop, prepare, or review budget data and/or makes presentations of budget or apportionment requests to higher executive authority.
* You will review and approve all documents requesting obligation or commitment of funds for conformance with the approved program planned with regulations, laws, and submission instructions.
* You will coordinate and assist in the development of program requirements with cognizant project manager, Assistant Commanders, and the staff of the Chief of Naval Operations. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the
Functional Area
and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established time frames.
* This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Mastering concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels;
2) Developing, recommending and implementing budgetary/financial policies;
3) Interpreting, assessing and projecting potential impact of new/revised Congressional legislation;
4) Analyzing, reviewing, and interpreting financial execution data and resolving variances;
5) Communicating clearly both orally and in writing for the purpose of providing information and guidance to management or customers at all levels. Additional qualification information can be found from the following Office of Personnel Management web site:
