Location: Annapolis Junction
Manage and execute designated Agency Programs in accordance with appropriate Agency and Defense Acquisition Workforce Improvement Act (DAWIA) statutes, regulations, policies, and instructions governing Program Management. This includes Agency Development, Service, and Construction acquisition programs funded with Agency or external non-pay dollars. Ensure the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle (design, development, testing and evaluation, production and disposition) of the program.
Maintain overall authority for all program decisions affecting cost, schedule, or performance baselines, and maintain and submit appropriate reports through acquisition authorities to the Milestone Decision Authority (MDA). Coordinate/facilitate appropriate Program requirements, solutions, and implementation activities with business/acquisition, technical leads, and stakeholders. Entry is with a high school diploma or GED plus 10 years of relevant experience, or an Associate's degree plus 8 years of relevant experience, or a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience.
Degree must be in a Business Field (for example, Program Management, Business Management, Business Administration, Accounting, Finance, and Economics) or a Technical Field (for example, Engineering, Systems Management, Computer Science, and Information Technology). Relevant experience must be in business (for example, financial trend and forecast, contract management) or program management (for example, project management, trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity based costing, life cycle cost estimating, activity based budgeting, gap analysis).
Additionally, informal supervisory experience is required.
