DEPARTMENT: Student Services

LOCATION: Central Office

REPORTS TO: Director of Student Services

SALARY RANGE: $122,371-$164,576

FLSA STATUS: Exempt

POSITION SUMMARY: Under the direction of the Director of Student Services, the Supervisor of Student Services provides district wide leadership, strategic oversight, and continuous improvement of student services systems to support student well‑being, academic success, and equitable access to supports. This position collaborates across departments to design, implement, and monitor a Multi‑Tiered System of Supports (MTSS) for social‑emotional, behavioral, and mental health needs and leads the implementation of Positive Behavioral Interventions and Supports (PBIS).

The Supervisor ensures alignment of student services programs with the CCPS Strategic Plan, Maryland Blueprint priorities, and federal/state regulatory requirements (e.g., COMAR, IDEA, Section 504). The position provides leadership to school psychologists, social workers, and student services staff and partners with school leaders and community agencies to improve student engagement, attendance, safety, and school climate outcomes.

Education, Certification and Experience

At the time of application, the candidate must hold or be eligible for:

  • Administrator I endorsement required
  • Master’s degree in Education, Psychology, Social Work, or School Counseling required.
  • 3 years of school system experience preferred.
  • Minimum of 5 years’ experience in a student service–related field.
Knowledge, Abilities and Skills

  • Demonstrates expertise in federal and state regulations, including IDEA, Section 504, COMAR, and student discipline and due process requirements.
  • Demonstrated expertise in implementing and scaling MTSS frameworks, including the use of data to monitor fidelity and student outcomes.
  • Demonstrated ability to analyze and use data (behavioral, attendance, social‑emotional) to drive decision‑making and continuous improvement.
  • Demonstrated ability to lead system‑level initiatives and align programs to strategic goals and accountability measures.
  • Training and experience in the areas of assessment, consultation, and counseling.
  • Thorough knowledge of current trends and applicable research related to all areas of school mental health and special education.
  • Understanding and ability to maintain rapport with people from diverse, cultural, ethnic, and racial groups.
  • Demonstrated ability to utilize and promote equitable practices in all facets of education.
  • Demonstrates understanding of school law, policies and procedures.
  • Demonstrated management, leadership and human relations skills.
  • Thorough understanding of Multi‑Tiered Systems of Supports (MTSS) for academics, social‑emotional and behavioral supports.
  • Knowledge of integrated behavioral health systems within an MTSS framework, including coordination of mental health, behavioral, and community‑based supports across school and district levels.
  • Understanding of the facets of inclusive practices.
  • Demonstrated experiences with the Student Services Team (SST) process and the identification of students for 504 plans or Individual Education Plans (IEP).
  • Excellent oral and written communication skills.
  • Ability to exercise good judgment in making decisions.
  • Proven ability to carry an assignment to its completion.
  • Possesses a valid driver’s license and motor vehicle insurance.
  • Demonstrated success in accomplishing tasks akin to the duties and responsibilities listed below.
