Location: Hanover

This position involves collaborating with internal project team members, government stakeholders, subcontractors, and Subject Matter Experts (SMEs) to create engaging, instructionally sound training programs that meet mission‑specific and regulatory requirements. The ideal candidate will have 5‑8 years of experience designing and developing training content for federal, state, or military audiences and 1‑3 years in a team lead role.

Responsibilities
  • Project and Resource Management:
    Oversight of curriculum, course, and courseware development projects, ensuring quality standards, budget, and deadlines are met and allocating resources to optimize team production.
  • Team Oversite:
    Oversee an assigned team of instructional designers and eLearning developers, fostering a collaborative, innovative and inclusive team environment to meet milestones and deliverables.
  • Stakeholder

    Collaboration:

    Connect with SMEs, trainers, and assigned team members to gather training requirements, translate complex concepts into effective objectives and learning materials, and ensure accuracy of learning content; participate in stakeholder meetings to provide technical guidance on instructional design and emerging learning technologies.
  • Needs Analysis:
    Conduct comprehensive needs and gap analysis with customers and project subcontractors to identify training requirements, target audiences, and performance outcomes for government programs; guide training qualification and competency requirements based on job/duty task analysis.
  • Oversight of Design & Development:
    Design and develop training approaches, materials, and curriculum using established instructional models such as ADDIE; create a variety of learning assets—including instructor‑led training (ILT) materials, web‑based training (WBT), student instructional materials, storyboards, video scripts, scenario‑based learning, and assessments.
  • Implementation and Evaluation:
    Support the implementation and delivery of training programs, coordinate online and in‑person sessions, develop and implement evaluation methodologies (surveys, assessments, focus groups) to measure effectiveness and impact of training; analyze feedback and data to recommend and implement improvements.
  • Standards and Compliance:
    Ensure all training solutions and materials adhere to government standards for course accreditation and agency regulations; upload and manage training content within an LMS, tracking learner progress and running reports.

Qualifications
  • Education:

    Bachelor's degree in Instructional Design, Adult Education, Educational Technology, or a related field.
  • Experience:

    5‑8 years of professional experience as an Instructional Designer or in a related training and development role.
  • Government

    Experience:

    Demonstrated experience designing and developing training content for military, federal, or state government agencies.
  • Instructional Design Theory:
    Strong knowledge of instructional design methodologies (ADDIE, PADDIE+M) and adult learning principles, needs assessment, and curriculum development.
  • Authoring Tools:
    Understanding of eLearning authoring software such as Articulate Storyline 360, Adobe Captivate, or similar tools.
  • Technical

    Skills:

    Experience with Learning Management Systems (LMS) administration and content management.
  • Security Clearance:
    Active Secret security clearance, or the ability to obtain and maintain one, is required.
Preferred Qualifications
  • Prior military or other U.S. military experience with the Systems Approach to Training and Education (SATE) methodology.
  • Practical experience in Earned Value Management (EVM) to drive project performance, analyze cost/schedule variances, and reporting to stakeholders.
  • Experience with multimedia development (video production, graphic design).
  • Certification in instructional design or eLearning development.
