The hiring salary range for this position is $82,595.71 - $ annually, commensurate with education and experience.

Charles County Government is seeking an experienced Inspections Superintendent to perform supervisory technical inspection services and engineering related work for the County. This position involves the implementation of inspection services for infrastructure and building construction projects to ensure compliance with sound engineering principals, plans, specification, standards, details and all applicable codes and regulations.
Essential Job Functions- Supervises inspection staff, assigns and reviews work and takes actions to adjust work, staffing and operations to meet requirements. Selects, trains and evaluates staff, and takes appropriate actions to improve performance when necessary. Initiates actions regarding hiring, transfer, promotion, payroll, leave, performance and other personnel actions. Monitors staff functions and initiates appropriate corrective actions as necessary.
- Develops, reviews and evaluates studies, reports and recommendations and takes or recommends appropriate actions. Makes recommendations on budget related items and policy documents including development related policies.
- Applies various specialized analysis including grading, storm drainage, stormwater management, road, water, sewer and erosion and sediment control analysis as appropriate to projects to discern relevant issues and facts and formulate appropriate recommendations.
- Meets with parties involved to discuss and clarify issues and explain requirements; advises and assists parties on how to achieve compliance with applicable rules and regulations.
- Ensures staff maintenance of project files and records and preparation of related reports including graphic materials, maps and other illustrative materials as necessary.
- Coordinates studies and projects with other division functions and departments as necessary makes referrals and follows through on actions with agencies, as necessary. Serves as final authority in decisions regarding specific project or case management decisions.
- Attends meetings with County staff, consulting engineers, developers, contractors, and public regarding County requirements applicable to development projects and to discuss and resolve problems and issues arising during the process.
- Develops policy and procedure for the division, provide policy direction to staff, and develop and manage development project budget.
- Responds to inquiries from public, developers, engineer, contractor, etc. regarding procedures and compliance issues, represents the County on a regional or state-wide basis, making presentations before various boards and the public.
- Manages the administration and inspection enforcement of various County Ordinances.
- Performs field visits and site inspections when necessary.
- Testifies in disputes regarding contractor performance.
- Serves on boards and committees and work groups as assigned, providing technical support and assistance.
- Assists in formulating and implementing engineering design and construction projects or policies.
- Oversees the construction infrastructure inspections and code enforcement work for the County.
- Reviews as-built plan drawings to verify project was constructed within an acceptable tolerance of the approved plans. Approves all enforcement actions taken by staff.
- Performs other related job duties as assigned.
Education and Experience:
Bachelor's degree in Engineering, Construction Management, or related field. Five (5) years of experience performing technical inspection support work, or an equivalent combination of education, experience, and training.
Licenses or Certifications:
Must possess a valid driver's license.
Special Requirements/Qualifications:
Work is subject to frequent interruptions and inflexible deadlines.
Required to work outside of normal hours of operation, including evening hours.
Work is subject to frequent interruptions and short notices for investigations. Must be willing and able to work effectively during extreme weathers conditions for on-call situations. Must be willing to enter potentially unsafe structures or conditions during extreme weather events to determine structural integrity.
This position is required to receive climate competency training level 2.
Knowledge,
Skills and Abilities
:
- Knowledge of construction inspection in the field of grading, roads, drainage, storm water management, water and sewer, and erosion and sediment control.
- Knowledge of construction methods and procedures.
- Knowledge of engineering concepts and techniques relative to the inspection of construction projects.
- Knowledge of effective techniques of supervision.
