Overview
State Highway Administration (SHA) – Senior Field Technician (Transportation Engineering Technician V), Grade 15 (8450) SP# 26-73-07. This is an open recruitment; you must apply online to be considered: Previous applicants need not apply.
State Highway Administration’s Office of Materials Technology is recruiting for a Senior Field Technician in Anne Arundel County. This position is open to candidates who meet the minimum and selective qualifications listed below. This is a position-specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.
Responsibilities- Serve as a Quality Assurance (QA) Inspector for the Asphalt Quality Assurance (QA) Program within the Office of Materials Technology (OMT) – Asphalt Technology Division.
- Act as the on-site OMT representative for asphalt plant and project acceptance operations.
- Audit, evaluate, and enforce the proper manufacture, shipment, and placement of asphalt mixes statewide.
- Ensure asphalt mix accepted for payment complies with applicable quality level standards and specifications.
- Supervise the sampling, testing, and inspection activities conducted by contractor QC Certified Technicians at manufacturing and placement sites.
- Make independent, on-the-spot decisions regarding material acceptance or rejection, and mandate corrective action to assure material quality.
Minimum Qualifications
- Education:
Graduation from a standard high school or possession of a high school equivalency certificate. - Experience:
Eight (8) years of technical engineering-related work in design, traffic, construction, materials testing, engineering surveys, maintenance, or planning. - Selective
Qualification:
Three (3) years of experience in engineering applications of asphalt mixtures, binders or emulsions. - Licenses &
Certifications:
Candidate must possess a motor vehicle operator’s license valid in Maryland. Hot Mix Asphalt Plant Level I and Hot Mix Asphalt Field Certifications must be obtained within one year of assuming the position.
Preferred Qualifications

- Excellent computer and data analysis skills
- Knowledge of Asphalt Mix Design, Plants and AASHTO Testing procedures
- Knowledge of construction and material specifications
- Education substitutions: 30 semester credit hours per year of experience, up to three years, may be substituted for the required experience in civil engineering-related fields.
- If possessing an associate degree in engineering, construction management, surveying, or surveying technology from an accredited institution, two years of the eight-year experience requirement are considered met.
Special Requirements , and Additional Details
- On-call; must be reachable by phone.
- May work various shifts and weekends depending on assignments.
- Travel long distances within Maryland and to neighboring states for asphalt material supply.
