Land Development Civil Engineer

Overview

STV is seeking a Land Development Civil Engineer for its Buildings group in Owings Mills, MD. The position involves collaborating on land development projects across the Baltimore Metropolitan area, including master plans, schools, mixed‑use, office buildings, industrial buildings, housing/apartment, commercial, and civil/site structures.

• Prepare construction documents, permit packages, and provide construction support services.
• Use design software (AutoCAD, Civil 3D, Micro Station, HydroCAD, Hydraflow Hydrographs, ArcGIS) to create construction drawings, layouts, and models.
• Conduct site investigations and assessments to inform design decisions.
• Develop sustainable solutions for site layouts, stormwater management, grading, utilities, and erosion/sediment control.
• Prepare design calculations, technical reports, and feasibility studies.
• Coordinate with regulatory agencies to secure permits and approvals.
• Collaborate with project managers, architects, and other engineers to integrate site design with overall project goals.
• Participate in client meetings and presentations to discuss project requirements and progress.
• Support project managers by monitoring budgets, schedules, and deliverables.
• Stay current with industry trends, technology, and best practices to enhance project quality.

• Bachelor’s degree in civil engineering (required).
• Professional Engineering License (required).
• 4+ years of experience in civil/site design, land development, or a related field.
• Familiarity with grading, drainage, stormwater management, utilities, and erosion/sediment control.
• Proficiency with AutoCAD, Civil 3D, and/or Micro Station;
  ArcGIS and Hydraflow Hydrographs, HydroCAD experience preferred.
• Ability to lead permitting processes in Maryland jurisdictions (Baltimore City experience a plus).
• Strong problem‑solving skills, attention to detail, and ability to manage multiple projects simultaneously.
• Effective written and verbal communication skills for client and team collaboration.
• Demonstrated ability to work effectively in a team environment.

Compensation Range: $91,405.62 - $
