Land Development Civil Engineering Specialist

STV is seeking a Land Development Civil Engineering Specialist in Owings Mills, MD. The role focuses on civil engineering for high‑profile projects including Harborplace and Baltimore Peninsula as well as mixed‑use, institutional, residential and commercial land development projects across the Baltimore Metropolitan area. The successful candidate will collaborate with the civil design team to prepare documents for site development, grading, utilities, stormwater management, permitting and construction support.

The role is an entry‑level or early‑career opportunity for an Engineer‑in‑Training (EIT) and offers mentorship toward professional licensure.

Responsibilities
  • Work on high‑profile projects in education, mixed‑use, commercial, industrial and institutional development.
  • Prepare construction documents, permit packages and support construction services.
  • Use design software (AutoCAD, Civil 3D, Micro Station, HydroCAD, Hydraflow Hydrographs and ArcGIS) to create construction drawings, layouts and models for land development projects.
  • Conduct site investigations and assessments to support design decisions.
  • Develop sustainable and innovative solutions for site layouts, stormwater management, grading, utilities and erosion/sediment control.
  • Prepare design calculations, technical reports and feasibility studies.
  • Coordinate with regulatory agencies to secure permits and approvals.
  • Collaborate with project managers, architects and other engineers to integrate site design with overall project goals.
  • Participate in client meetings and presentations to discuss project requirements and progress.
  • Support project managers by monitoring budgets, schedules and deliverables.
  • Stay current with industry trends, technology and best practices to enhance project quality.
Qualifications
  • Bachelor’s degree in Civil Engineering (required).
  • 3 years of experience in civil/site design, land development or a related field.
  • Engineer‑in‑Training (EIT) certification or successful completion of the FE exam preferred but not required.
  • Familiarity with site development principles: grading, drainage, stormwater management, utilities and erosion/sediment control.
  • Proficiency with AutoCAD, Civil 3D and/or Micro Station;
    ArcGIS and Hydraflow Hydrographs preferred but not required.
  • Exposure to permitting processes in Maryland jurisdictions (Baltimore City experience a plus).
  • Strong problem‑solving skills, attention to detail and ability to manage multiple projects simultaneously.
  • Effective written and verbal communication skills for client and team collaboration.
  • Demonstrated ability to work effectively in a team environment.

Compensation Range: $72,053.98 – $82,347.40.
