Duties

  • Serve as the primary technical and functional authority for the organization.
  • Guide senior leadership on the technical viability of complex aviation and weapon system programs.
  • Manage the full lifecycle of operational tests, evaluations, and experiments.
  • Enhance test effectiveness and reduce redundant live testing by leveraging data from various sources.
  • Evaluate plans and reports thoroughly address system effectiveness, suitability, survivability, and safety.
  • Conduct long-range strategic planning, justifies budgets, and manages division resources.
  • Perform comprehensive supervisory duties for an interdisciplinary technical workforce.
  • Formulate division resource strategies, justifies multi-million dollar program budgets, and allocates personnel and fiscal resources.

Requirements Conditions of employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the employee to occasionally travel away from the normal duty station up to 20% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation Certification Practitioner Level 2 within 60 months as of entrance on duty.

Experience:

One year of specialized experience which includes experience: (1) executing continuous assessments for aviation or weapon systems using statistical methods to evaluate system performance and suitability and (2) analyzing data from digital engineering or systems integration labs and translating technical findings to support DoD acquisition decisions. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-03/GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas:

In addition to meeting the specialized experience above, to qualify for this position, you must also meet one of the basic requirements listed below: EDUCATION REQUIREMENT for General Engineer (0801) Series:

A. Degree:
Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;
