Performs professional accounting and budgeting work in maintaining accounts and preparing financial statements. Work involves analysis of financial transactions, accounts, and fiscal actions to determine their proper accounting treatment, and preparation of related financial reports and statements. Work requires fully developed accounting skills. Worker receives assignments and direction from technical supervisors.
Essential Job Functions- Reviews, analyzes, prepares, and posts budget adjustments and journal entries for expenses and revenues.
- Prepares and uses spreadsheets, charts and other analytical tools to evaluate the County's current financial position and to forecast future projections.
- Prepares and oversees the revenue and expenditure budgets for the Special Revenue and Enterprise Funds; analyze monthly reports of the funds to ensure compliance with the budget and accuracy of accounts.
- Ensures transactions are in compliance with Generally Accepted Accounting Principles, Government Accounting Standards Board, local, state and federal laws.
- Provides technical support to other departments regarding accounting and budgeting procedures and computer support.
- Assists in the coordination and development of the various phases of the budget process as directed to include the production and maintenance of annual budget workbooks.
- Reviews, researches, analyzes, and implements methodology for data compilation, production, structure, ease of understandability and presentation for the budget books and documentation.
- Assists in preparing schedules and other supporting documents to substantiate the departmental requests for hiring employees as it relates to Full Time Equivalents (FTEs).

Knowledge, Skills, and AbilitiesKnowledge of:
- Fund accounting principles and practices as applied to accounting and fiscal reporting and budgeting for public agencies.
- Administrative practices and procedures as applied to the operations of an accounting department.
Ability to:
- Research, analyze, and report financial data.
- Use a computer to work on spreadsheets and budget/financial/accounting software, including the County’s accounting and budgeting system.
- Communicate effectively orally and in writing.
- Maintain confidential information.
- Deal effectively with other County departments, outside agencies, and upper management.
- Operate all appropriate office equipment.
- Understand and administer county budgetary policy.
Education:
Bachelor's degree in accounting, business administration, finance, or related field.
Experience:Three years of progressively responsible experience in budget, accounting, or finance, preferably in governmental or fund accounting.
Licenses or Certificates:Certified public accountant certificate desired.

Physical Demands:Work requires ordinary physical effort to sit, walk, stand, bend, reach, or carry light items. Operation of keyboard devices.
Unusual Demands:Work is subject to frequent interruptions, deadline pressure, and occasional evening meetings due to inflexible deadlines in the annual budget cycle.
FLSA Status:Exempt
Compensation Steps:Pay rate: $38.21 per hour
