Introduction
This position serves as the Fiscal Services Manager for the Maryland Office of Administrative Hearings (OAH). OAH is an independent unit within the executive branch of State government created to centralize and improve Maryland's administrative hearing process at a reduced cost to its citizens. Our mission is to provide due process for any person or business affected by the actions or proposed actions of State agencies in a prompt and efficient manner.
This is a Management Service position. Current and former State employees who meet the minimum and preferred qualifications are encouraged to apply. Experience with FMIS and Workday are highly desirable.

Main Purpose of JobThe main purpose of this job is to serve as the Fiscal Services Manager for the Finance & Administration department within OAH. The major responsibilities of this position include budget analysis for monthly projections, general accounting, payroll and timekeeping, caseload reconciliation, billing and reporting, etc. This position supervises 2 fiscal support staff members.
Position DutiesPosition functions as the Fiscal Services Manager for OAH. Major responsibilities include budget preparation, review, analysis, and support as well as budget monitoring and closing; budget expenditure and appropriation control; maintaining agency’s working fund and operating account; oversees the accounts receivable process; responsible for OAH’s payroll and timekeeping process; serves as the Purchasing Card Program Administrator; and supervision of fiscal services staff members within OAH.
This position requires knowledge and experience in general accounting, payroll, FMIS, Workday, and statistical analysis and reporting.
- Education:
Possession of a bachelor’s degree in accounting, business, finance or related field. - Experience:
Five years of progressively responsible experience in government budgeting, fiscal/accounting work, payroll/timekeeping, and statistical analysis and reporting.
Preferred Qualifications
- Preference will be given to applicants with at least 3 years of experience using FMIS, Workday and associated regulations and procedures; compliance with MD State Comptroller's accounting regulations and procedures; as well as year-end close-out procedures.
