Duties
* You will perform or advise on work in any of the phases or systems of budget administration including formulation of budget and estimates to support plans, programs, and activities, presenting, and defending budget estimates before authorities.
* You will analyze and recommend the costs and benefits of alternative financial management methods for organizational programs and operations, while ensuring compliance with legal and regulatory budget controls.
* You will convey the organization's strategic plan, mission, vision, and values and ensure they are reflected in team goals and work products, as well as communicate assignments, milestones, and deadlines.
* You will distribute and balance workload among employees considering skill level or specialization, time frames for completion, and priorities train or arrange for training of employees.
* You will demonstrate a mastery-level knowledge and application of Department of the Navy financial management systems, including advanced proficiency in Navy Enterprise Resource Planning (N-ERP) as the system of record, to accomplish work tasks.
* You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.
* You will communicate, both orally and in writing, to provide information and guidance to employees, management, and customers at all levels.

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition
Functional Area
and category assigned to the position is required within established category time frames.
* This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector.
Examples of specialized experience include:
1) ) Applying expert knowledge of Enterprise Resource Planning (ERP) tools or similar financial systems to input and extract data for budget planning, formulation, and execution;
2) Developing spend plans and budgetary requirements for assigned program/project;
3) Executing various appropriations, fund types, and accounts (e.g., RDT&E, O&MN, Procurement, MRFTB Overhead, and Cost Redistribution Accounts) in compliance with fiscal laws and regulations;
4) Interpreting financial regulations to provide advice on funding sources and uses;
5) Analyzing financial data to resolve gaps or discrepancies;

6) Preparing reports to ensure proper expenditure of funds;
7) Reviewing financial documentation to monitor obligations and expenditures; and
8) Leveraging financial management systems (e.g. ERP) to develop financial structures, plan funding, extract data, reconcile and validate transactions, create and amend funding documents, and support execution monitoring, data calls, and audit readiness.
