IS Sector Finance Lead – ES Business Unit

Parsons’ finance organization is seeking a dynamic leader to join our team as the Infrastructure Solutions (IS) Sector Finance Lead, responsible for supporting the Engineered Systems (ES) Business Unit in our Federal Business. This highly visible position reports to the Vice President of Finance for ES and serves as a key business partner for the Sector Senior Vice President of IS.

Direct reports include the Project Controls Directors for the Energy & Nuclear, Defense & Security Facilities, and Defense Industrial business groups.

Overview

The IS Sector Finance Lead’s primary responsibility is to manage finances for a growing ($400M to $500M) complex contract portfolio. The portfolio includes diverse U.S. Federal, allied, and commercial clients supporting U.S. Government programs. The role requires managing the monthly, quarterly, and year‑end financial close and reporting processes.

Location

Chantilly or Centreville, Virginia preferred or remote with option to travel to VA offices and project sites as directed.

Responsibilities
  • Work in partnership with operations leaders, project controls, FP&A, government accounting, and other finance team members for monthly and annual business plans, quarterly forecast updates, and strategic operational plans.
  • Provide comprehensive analyses of monthly operating results, identifying trends, gaps, risk, and opportunity areas.
  • Approve monthly project accruals as prepared by analysts.
  • Apply ASC 606 to contractual revenue streams during contract inception and month‑end close.
  • Engage in business development and capture process, providing financial and business recommendations for bids and pricing.
  • Support quarterly project reviews, examining financial health and progress of large and strategic projects.
  • Understand CAS segments and rate impacts on programs.
  • Analyze and evaluate business initiatives against the approved investment plan.
  • Complete special projects supporting financial management.
  • Ensure rolling forecasts and budget activities reflect operational assumptions and accurate mid‑period forecasts.
  • Manage billed and unbilled receivables to meet cash flow goals, including cash flow forecasting.
  • Demonstrate people engagement and management skills, fostering high trust, transparent communication, and development opportunities.
  • Manage 3‑4 Directorate PC Leads and ~12 project control analysts.
  • Support internal and external audits, including Sarbanes‑Oxley, DCAA, and financial statement audits.
Qualifications
  • Bachelor’s degree in Finance, Accounting, or Business (MBA, CFA, or CPA preferred).
  • Minimum fifteen years of financial experience, preferably in U.S. Federal Government contracting.
  • Experience in operational finance and FP&A for construction and design‑build projects.
  • Advanced leadership skills and ability to perform in a management capacity.
  • Collaborative, open, and supportive team player across business units.
  • Strong communicator who builds trust with executive leadership, directorates, and program managers.
  • Track record of collaborating within finance and operational teams.
  • Flexibility in providing data in varying formats to suit user needs.
  • Experience in a public company dealing with external third‑party audits and executive leadership.
  • Ability to perform effectively in a fast‑paced environment and build professional relationships.
  • Willingness to work surge times outside normal hours to meet reporting priorities.
  • Experience resolving change management issues (REAs, ECPs, etc.).
  • M&A experience preferred for due diligence and integration.
  • Solid understanding of joint‑venture finance and risk management.
  • High energy, dynamic professional with strong leadership presence.
  • Strong federal finance and accounting experience – FAR, CAS, FPR, certified pricing, etc.
  • Highly proficient with Cost Point, SAP, Excel, and MS Office.
