We are currently seeking a motivated, detail-oriented Program Management Analyst, Senior (Financial) to support PMA-272 at the Patuxent River, MD Program Office. Will act as the primary financial advisor and critical force multiplier for the Government Civilian (CIV) Coordinator BFMs. In this role, you will independently drive day-to-day financial operations for your assigned Integrated Product Team (IPT), ensuring that critical Fleet programs are resource-optimized, compliant with fiscal law, and positioned to deliver speed to the Fleet.

The Program Management Analyst, Senior (Financial) applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. Analyze data to identify risk to cost, schedule and performance and recommend mitigation strategies to reduce risk to products.

Duties and Responsibilities:

Duties may include, but are not limited to:
· Financial Tool Management (CSPT & PMT): o Independently develop, manage, and maintain realistic IPT spend plans utilizing the Common Spend Plan Tool (CSPT). o Align financial execution metrics with overall program schedules and milestones using the Program Management Tool (PMT) to ensure programmatic health.
· Execution & Variance Analysis: o Track monthly obligations and expenditures against Navy benchmarks, proactively identifying execution risks or delays. o Draft comprehensive, highly detailed variance justifications and formulate recovery recommendations to return lagging programs back to plan.
· Funding & Ledger Administration: o Draft, package, and route complex funding documents within Navy ERP (N-ERP) for final CIV approval. o Perform advanced financial technician tasks, including maintaining precise program ledgers, compiling funding data, and reconciling accounts.
· Formulation & Briefing Support: o Research, compile, and validate financial data for acquisition documentation, Program Budget Review (P ) cycles, and program briefs. o Formulate alternative funding solutions and draft justification materials to assist the CIV BFM in defending program resource requirements.
· Intensive, hands-on knowledge of N-ERP, PBIS, CSPT, and PMT is highly preferred to support immediate integration into the IPT.
· Proven ability to operate with general supervision, taking independent initiative on day-to-day tracking while coordinating closely with the CIV BFM Lead for final validation and government sign-off.
· Strong comprehension of federal budgetary regulations, NAVAIR-specific policies, and fiscal law (e.g., color of money, Anti-Deficiency Act).
· Demonstrated capability to identify, analyze, and resolve complex budgetary issues under tight, mandated deadlines.
